Job Summary

This position serves as an expert technical resource and to provide advice on and interpretation of State and Federal standards, rules and regulations governing licensure and certification of health care facilities and services, and development and determination of regulatory enforcement remedies for licensed and certified providers. This position will provide primary quality assurance function in the implementation of a comprehensive statewide system for regulation of licensed and certified health care facilities and services.

Quality assurance activities include the coordination of survey and inspection activities and the critical examination and approval of licensing and certification documentation necessary to independently resolve problems, interpret program policies and arrive at appropriate determinations. This position also serves as the State's representative with the authority to issue new state health care facility licenses, approve federal certification applications, grant approvals and make other determinations which promote a broad range of licensing and certification activities so that quality health services are available to consumers.

Qualifications

Minimum Qualifications

Three (3) years of advanced professional experience working with licensing and/or certification regulations governing health care facilities/entities/providers and providing technical assistance to the public. Experience must include training and technical assistance; interpretation of policies and procedures; and enforcement of federal and state regulations.

OR

Six (6) years of related experience working with licensing and/or certification regulations governing health care facilities/entities/providers and providing technical assistance to the public. Experience must include training and technical assistance; interpretation of policies and procedures; and enforcement of federal and state regulations.

A Master's degree in Public Health or a related field will count as one year of advanced professional experience; a Bachelor's degree will equal six months.

Preferred Qualifications

Knowledge of federal and state laws pertaining to health care providers and state and local public health programs.

Ability to interpret and translate federal regulations and state rules and statutes into common language.

Knowledge of business organization types such as limited liability companies, corporations or sole proprietorships.

Experience resolving questions about ownership and legal control for entities with multi-level organizational structures.

Experience working with diverse backgrounds, religions, or gender identities.

Demonstrated written and oral communication skills.

Experience in a regulatory environment.

Ability to establish and maintain strong, positive working relationships with a variety of organizations and individuals.

Ability to problem-solve.

Computer skills and knowledge.

Strong verbal and written communication skills.

Demonstrated ability to work as a positive team member.

Physical Requirements

Requires occasional lifting and carrying of less than 10 pounds, along with walking and standing to perform job duties.

Additional Requirements

Must successfully pass a background check.
