Maine EMS is seeking a qualified professional to serve as the EMS Substance Use Disorder Response Program Manager within the Bureau of Emergency Medical Services (Maine EMS) at the Maine Department of Public Safety. This bureau is responsible for convening, collaborating, and regulating the EMS system in the State of Maine.

This position shares responsibility for the oversight and support of EMS-based substance use disorder programming throughout the State of Maine and its expansion using recent grant awards. This position will be working closely with medical directors, EMS clinicians, office colleagues, professional colleagues within state government, educational partners, evaluators, and stakeholders to ensure a comprehensive, empathetic, and trauma-informed response to the substance use disorder crisis in Maine. The incumbent will work closely with individuals within the Maine EMS office and various other state entities, including the Office of Behavior Health and the Center for Disease Control and Prevention at DHHS. They will also be working closely with external partners, including hospitals, primary care offices, SUD treatment professionals, peer support services, and EMS agencies across the state. The incumbent will be expected to function as a subject matter expert in EMS response to SUD emergencies and systems building. They will be charged with providing guidance and direction for policies, rules, and statutes related to the provision of care for persons SUD and their interactions with EMS. The incumbent will be expected to make evidence-based, data-driven decisions to support the Maine EMS office and the response to SUD-related emergencies within system.

Primary responsibilities include:

  • Meeting facilitation and documentation, this includes providing support to help put together meeting agendas and supporting subcommittees, as needed;

  • Provide project management support to Maine EMS' response to SUD-related projects;

  • Oversight, management, and implementation of deliverables from associated grants and memorandums of understanding - including reporting and budget management;

  • Coordinate data projects with Maine EMS Data team as well as external stakeholders (e.g., hospitals, treatment facilities, primary care, university partners, peer-support colleagues, etc.);

  • Support Maine EMS medical directors, as needed;

  • Collaborate with the Maine EMS Education Coordinator and Maine EMS Medical Directors on the oversight and development of SUD educational materials for EMS clinicians;

  • Conceive, plan, and conduct studies to evaluate the effectiveness and quality of programming as it relates to EMS and the care of patients suffering from SUD;

  • Represent Maine EMS on local, state, regional, and national groups, committees, and councils, as assigned;

  • Coordinates local, state, regional, and federal government organizations; private agencies; area hospitals; community health; volunteer organizations; community representatives; various medical resources; and others in order to ensure that the mission, vision, and objectives of Maine EMS and associated projects are met;

  • Writes reports and evaluates program for effectiveness;

  • Handles telephone, electronic, and written inquiries and correspondence related to community paramedicine within Maine in coordination with other bureau staff; including involvement with regional and national coordinating bodies (e.g., NASEMSO, ACS, etc.);

  • Speak publicly to members of the EMS community, healthcare system, media, legislature, and others regarding EMS's response to persons experiencing SUD in the State of Maine with permission of the Director; and

  • Other duties as assigned.

Skills or knowledge required:

  • Knowledge of applicable laws, rules, regulations, policies, and procedures.

  • Knowledge of health and medical care delivery systems and services.

  • Knowledge of socio-economic effects of community paramedicine.

  • Knowledge of research and analysis methodology and techniques.

  • Ability to manage a health services program.

  • Ability to develop, administer, and monitor budget grants.

  • Ability to communicate effectively.

  • Ability to write clearly and effectively.

  • Ability to work with individuals and groups involved with health care programs and services.

  • Ability to use applicable computer programs.

Minimum qualifications:

A Bachelors Degree in Public Health or Health Sciences, Health Education, one of the Behavioral Sciences, Public Administration, or Education

  • AND- three (3) years experience in health program planning, development, implementation, and evaluation

  • OR- an equivalent seven (7) year combination of education, training, and experience.

Preference will be given to those applicants:

  • Experience or knowledge of the EMS community;

  • Proven understanding of systems of care;

  • A thorough understanding of the healthcare system, including EMS;

  • Expansive understanding of substance use disorder and associated stigmatization, treatment options, and resources

  • Comfort and experience presenting to groups of people; and

  • Strong organizational skills, including meeting deadlines, exercising strong time management, meeting expectations, and following through on commitments.
