Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Permanent transfer candidates: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Health Program Administrator (G18); OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Health Program Administrator (G18), Health Program Administrator Trainee 1 (NS), or Health Program Administrator Trainee 2 (NS). Public candidates: Active list candidate on the New York State Department of Civil Service's Professional Career Opportunities (PCO) eligible list #26-872 with a score of 100 or higher.

NY HELPS: To be eligible for a NY HELPS appointment, the candidate must have:

Health Program Administrator Trainee 1: A bachelor's degree or higher.

Health Program Administrator Trainee 2: A bachelor's degree and one year of experience in the administration, supervision and oversight of agency programs including the design, implementation, administration, management, operation, and assessment of program effectiveness. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Health Program Administrator: A bachelor's degree and two years of experience in the administration, supervision and oversight of agency programs including the design, implementation, administration, management, operation, and assessment of program effectiveness. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Preferred Qualifications: Familiarity with the Affordable Care Act and New York State public health insurance programs.

Duties Description Provides support to all NY State of Health program areas. 1) Administration/Operations: Maintains, and updates database programs for agency programs; Monitors and evaluates data for deficiencies and assists in correcting problems; Collects and tabulates data; Gathers information required to conduct financial and program audits; Assists in the preparation, review, evaluation, and analysis of reports and other documents, as needed; Liaisons with various agency program staff and other State, local, and federal agencies. 2) Plan Management:

Assist with tracking consumer complaints; Assist with retroactive coverage termination and/or reinstatement requests for Plan Managers; Take meeting minutes from weekly technical calls and weekly staff meetings; Maintain tracker for IT system tasks and submit priority IT system requests to IT contractor on behalf of Plan Management Team; Conduct provider network outreach verification calls; Organize Health Insurer Annual Letters of Intent and Participation Proposals; Assist with health insurer portal issues 3) Appeals: Assist with Appeals redacting 4) Communications and Outreach: Assist with coordinating outreach events calendar 5) All NYSOH Program Areas, provide general support to all program areas including backup for NYSOH general phone line, meeting scheduling, EDCC process.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
