Function of the Position:
This position provides home office technical, financial, contractual, and management oversight and has decision-making authority for one or more projects. Enables projects to achieve quality programming and development outcomes.
It is anticipated that this position will oversee the ongoing project management for the Fleming Fund portfolio in Nigeria, Pakistan, Bangladesh and Indonesia. Also, participates and leads new business initiatives across global health clients.
Roles and Responsibilities:
Manages home office functions for the Fleming Fund projects. Manages resources across these teams and encourages collaboration within broader business unit.
Makes timely decisions; escalates to appropriate decision-maker as needed; keeps senior management informed of key management or technical issues on the projects. Executes authorities listed in DAI policies and Standard Operating Procedures (SOPs).
Ensures projects are delivered on time, within budget, and on schedule, and with high client satisfaction. Leads monthly and quarterly reviews, client satisfaction surveys. Monitors day-to-day activity on projects and manages home office support of projects:
Providing oversight of operational activities, such as field recruitment, procurement, etc.
Troubleshooting complex, or cross-departmental problems
Ensuring compliance with DAI policies and procedures and, in consultation with support groups, providing recommendations for best practices
Serves as the primary point of contact for the Team Leads and Home Office (HO) staff on technical, management, operational, and financial issues. Responsible for the success of start-up and close-down of his/her projects.
Proactively identifies and analyzes areas of risk, advises senior management on solutions and preventative measures. Ensures compliance with internal and external audit findings.
Ensures overall contract compliance with client and DAI rules, regulations and procedures. Resolves complex contractual issues with appropriate escalation and collaboration internally.
Interacts directly with clients and partners as needed. Serves as the lead for contractual and budget matters related to subawards and subcontracts.
Works with business unit and corporate financial analysts to ensure delivery of financially sound projects. Accountable for project financial performance targets (in conjunction with the Senior Health Practice Specialist and the Team Leads). Understands financial structure of contract and monitors accuracy of project budget and ensures periodic estimates to complete are timely and accurate.
Cross Business Unit Support
Provides support as needed and collaborates with colleagues on other business unit initiatives.
Conducts short term technical assistance and backstopping for projects. Works with Team Leads to ensure that contract deliverables are completed and submitted in a timely manner, that project activities are implemented in accordance with the contract scope of work and approved work plan, and are of high quality.
Identifies, interviews, and approves project STTA and LTTA candidates. Participates and provides support as necessary to the field teams during all strategic planning sessions. Manages project extension or modification proposals.
Reviews, supports, and edits technical deliverables as needed. Contributes to cross-project learning and technical knowledge sharing. Engages in project level recruitment in support of STTA and LTTA vacancies.
Supervises, trains and coaches project support staff. Ensures COP receives DAI orientation and appropriate training.
Encourages learning and knowledge sharing within and across business units. Conducts performance reviews and goal setting meetings for project support staff.
Participates in or leads research, pre-positioning, technical design, and proposal management for multiple new business opportunities per year. Participates in Pink/Red/Lime/Green Team reviews as needed. This would represent on average 20% of time depending on portfolio.
Additional responsibilities may be assigned as business needs evolve.
Grade 8: Minimum of 5 years of relevant professional experience and a Bachelor's degree or 3 years of relevant professional experience and a Master's degree.
Grade 9: Minimum of 7 years of relevant professional experience and a Bachelor's degree or 5 years of relevant professional experience and a Master's degree.
Experience providing technical and management support to international health projects
Experience in capturing and winning new business with Government clients
Knowledge of U.S. government regulations, policies and procedures
Excellent oral and written communication skills
Be able to travel on assignments for DAI projects (minimum one assignment per year)
Equivalent combination of education and experience will be considered.
Bachelors or Master's degree in a health-related program.
Proficiency in a second language.
Experience working on non-USAID funded projects.
