Function of the Position:

This position provides home office technical, financial, contractual, and management oversight and has decision-making authority for one or more projects. Enables projects to achieve quality programming and development outcomes.

It is anticipated that this position will oversee the ongoing project management for the Fleming Fund portfolio in Nigeria, Pakistan, Bangladesh and Indonesia. Also, participates and leads new business initiatives across global health clients.

Roles and Responsibilities:

Program Oversight

Manages home office functions for the Fleming Fund projects. Manages resources across these teams and encourages collaboration within broader business unit.

Makes timely decisions; escalates to appropriate decision-maker as needed; keeps senior management informed of key management or technical issues on the projects. Executes authorities listed in DAI policies and Standard Operating Procedures (SOPs).

Ensures projects are delivered on time, within budget, and on schedule, and with high client satisfaction. Leads monthly and quarterly reviews, client satisfaction surveys. Monitors day-to-day activity on projects and manages home office support of projects:

  • Providing oversight of operational activities, such as field recruitment, procurement, etc.

  • Troubleshooting complex, or cross-departmental problems

  • Ensuring compliance with DAI policies and procedures and, in consultation with support groups, providing recommendations for best practices

Serves as the primary point of contact for the Team Leads and Home Office (HO) staff on technical, management, operational, and financial issues. Responsible for the success of start-up and close-down of his/her projects.

Proactively identifies and analyzes areas of risk, advises senior management on solutions and preventative measures. Ensures compliance with internal and external audit findings.

Contract Management

Ensures overall contract compliance with client and DAI rules, regulations and procedures. Resolves complex contractual issues with appropriate escalation and collaboration internally.

Interacts directly with clients and partners as needed. Serves as the lead for contractual and budget matters related to subawards and subcontracts.

Financial Management

Works with business unit and corporate financial analysts to ensure delivery of financially sound projects. Accountable for project financial performance targets (in conjunction with the Senior Health Practice Specialist and the Team Leads). Understands financial structure of contract and monitors accuracy of project budget and ensures periodic estimates to complete are timely and accurate.

Cross Business Unit Support

Provides support as needed and collaborates with colleagues on other business unit initiatives.

Technical

Conducts short term technical assistance and backstopping for projects. Works with Team Leads to ensure that contract deliverables are completed and submitted in a timely manner, that project activities are implemented in accordance with the contract scope of work and approved work plan, and are of high quality.

Identifies, interviews, and approves project STTA and LTTA candidates. Participates and provides support as necessary to the field teams during all strategic planning sessions. Manages project extension or modification proposals.

Reviews, supports, and edits technical deliverables as needed. Contributes to cross-project learning and technical knowledge sharing. Engages in project level recruitment in support of STTA and LTTA vacancies.

Staff Management

Supervises, trains and coaches project support staff. Ensures COP receives DAI orientation and appropriate training.

Encourages learning and knowledge sharing within and across business units. Conducts performance reviews and goal setting meetings for project support staff.

New Business

Participates in or leads research, pre-positioning, technical design, and proposal management for multiple new business opportunities per year. Participates in Pink/Red/Lime/Green Team reviews as needed. This would represent on average 20% of time depending on portfolio.

Additional responsibilities may be assigned as business needs evolve.

Minimum Qualifications

  • Grade 8: Minimum of 5 years of relevant professional experience and a Bachelor's degree or 3 years of relevant professional experience and a Master's degree.

  • Grade 9: Minimum of 7 years of relevant professional experience and a Bachelor's degree or 5 years of relevant professional experience and a Master's degree.

  • Experience providing technical and management support to international health projects

  • Experience in capturing and winning new business with Government clients

  • Knowledge of U.S. government regulations, policies and procedures

  • Excellent oral and written communication skills

  • Be able to travel on assignments for DAI projects (minimum one assignment per year)

Equivalent combination of education and experience will be considered.

Preferred Qualifications

  • Bachelors or Master's degree in a health-related program.

  • Proficiency in a second language.

  • Experience working on non-USAID funded projects.

The Global Practice Specialist (GPS) will work in Global Health and: * Work with the business development team, health security and health systems teams to establish new business targets based on market knowledge and evolution; * Help establish DAI's reputation as a thought leader in the international community engaged in Health Security, including AMR, disease surveillance, and One Health; * Help position DAI to become a leading provider of health security and AMR technical assistance with particular emphasis on country-led, participatory approaches to sustainable development; * Develop and test innovative approaches in the above areas that get reflected in winning proposals and help put DAI at the forefront of AMR and health security providers to USAID, DFID and other donors; * Create worldwide partnerships for the delivery of health security services; and * Deliver excellent technical support and innovation to USAID and other donor-funded projects being carried out by DAI teams worldwide. Roles and Responsibilities: The incumbent will network with other program teams, business development teams and other technical groups within DAI (e.g., environment and natural resource management, public financial management, etc.). The following percentage time allocations are notional, and will be tailored based upon individual capacity in key areas and evolving portfolio needs: Technical Assistance (40%) The GPS will deliver technical expertise to field projects in the areas of health security, antimicrobial resistance, International Health Regulations (IHR) capacity building, human resources for health, One Health and multisectoral coordination, and disease surveillance. Help develop projects that combine a One Health approach to IHR implementation and include international frameworks and best practices to improve disease prevention, detection, and response. Work with Chiefs of Party, Team Leaders, and other program staff to ensure projects are following or advancing best practices, achieving expected targets, meeting client expectations, and take full advantage of programs to capture and share innovations being developed by project teams. Business Development and Growth (30%) Using market knowledge and analysis, work with Business Development and Program team members to identify and prioritize opportunities that will make a significant impact, provide a return to DAI shareholders, and offer interesting and rewarding opportunities for international and local technical staff to help solve significant development challenges. Lead and/or support the development of winning proposals as champion and/or lead or supporting writer. Work with proposal teams to formulate convincing technical approaches, develop responsive technical narratives, competitive staffing and management structures, and provide inputs into the proposal budgeting process. Track health security grant opportunities where DAI can leverage experience and build new collaborations. Knowledge Management (15%) The GPS will work across DAI's US and UK health security programs to identify and highlight innovative approaches being implemented in projects around the world. Using this knowledge base, participate in diverse health security, pandemic preparedness and AMR networks and events that provide strategic opportunities to showcase work being carried out by DAI.
