The purpose of this position is to research, plan, evaluate and implement activities that support and create tobacco-free environments in settings that may include, but are not limited to work sites, schools, multi-unit housing and retail environments. It strengthens program capacity to plan and implement comprehensive strategies to address tobacco-related chronic disease, including heart disease, stroke, cancer, and diabetes.

Functional tasks include staffing issue-specific work groups, research, policy analysis, enforcement of pertinent regulations, collecting and maintaining data, and participating in program planning and evaluation. The incumbent will strengthen the Department's relationships and partnerships in the community by collaborating with a variety of stakeholders, such as representatives from education, parks and recreation, business, non-profit, culturally-specific, volunteer, advocacy, and civic groups. This position will work to advance the Prevention and Health Promotion (PHP) unit's and the Tobacco Control and Prevention program's policy, system and environmental (PSE) change strategy portfolio on tobacco, chronic disease, and violence prevention. The recruitment requires advanced communication skills, strong experience with policy development, a strong understanding of the current political environment, and the ability to provide information to a wide range of stakeholders.

As the Health Policy Analyst Senior, you will:

  • Study and compile impacts of new or proposed public policies, proposed legislation, federal or state guidelines, taxes, services and regulations to provide key stakeholders with information for effective decision/policy making and long-range organizational, community health and service delivery planning

  • Conduct literature reviews and compile information regarding best practices in public policy and policy analysis specific to tobacco control and prevention

  • Partner with Health Epidemiology Analytics and Evaluation staff on conducting statistical evaluations of data collected and potential financial impact to retailers based on policy and law changes, balanced against improving community health with improved health-risk communication about tobacco products

  • Develop tools to evaluate the Tobacco Retail License Program annually and identify quality improvement opportunities for program administration

  • Provide updates and recommendations on program data gathering steps and recommendations for changes within the program and from retail feedback

  • Collaborate with internal Health partners on sharing information at various locations and environments within clinics, community outreach events, student health centers, etc. to educate, inform and move community health to advocate departmental position to achieve the County's goals, interests, and needs

  • Serve as a consultant to health executives; make recommendations to help shape policies that impact program guidelines, initiatives and service delivery that have significant long-term impact on County resources, Health Department priorities, and direction

  • Research, present and report on data to explain socio-economic phenomena, and health care/health outcome trends (i.e. applying mathematical models, statistical techniques, etc.).

  • Represent the Department at meetings and inter-governmental activities at the local, state and federal level to influence legislative and/or regulatory change to improve community health

  • Develop guidelines, standards and prepare points of view to forecast trends, guide decision-making and resource investments, and formulate policy

  • Develop and define policy analysis for culturally specific approaches based on community outreach and voice concerns/needs and research completed

  • Contribute relevant data, research, and model policies/practices in tobacco control and prevention to outreach and education efforts

  • Provide professional development, training and mentorship support for Tobacco Control and Prevention (TCPP) staff and community partners

  • Research appropriate training or events for PHP/TCPP staff and community partners to attend for their own professional learning and as support for their policy, system and environmental (PSE) strategies

  • Track and report offering presented to staff and community partners, including budget impact and matching actions to program goals and strategic plan

Minimum Qualifications/Transferable Skills*:

  • Equivalent to a Master's degree from an accredited college or university with major coursework in public policy/political science, public health, Social Work with a focus in community development, counseling or psychology, or related field

  • Five (5) years of post-Masters experience in policy analysis, research, and/or program evaluation

  • Transferable skills: Your transferable skills are any skills you have gained through education, work experience (including the military) or life experiences that are relevant for this position. However, actual compensation will be determined in accordance with the Oregon Equal Pay Law and will take into account factors such as the candidate's relevant experience and education. Hybrid Telework: This position is designated as "hybrid telework," meaning you will be working both remotely (from home) and in person at an onsite location.

The designation of Hybrid Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations.. The onsite work location for this position is the Lloyd Corporate Plaza located at 847 NE 19th Ave, Ste 350, Portland 97232.
