Duties Description POSITION DESCRIPTION:

The Office for People with Developmental Disabilities (OPWDD) is currently seeking a Health Information Management Tech 1 to assure that service recording/billing is accurate and completed in a timely manner and required documentation to substantiate billing is retained. Assist the Health Information Management Administrator and Health Information Management Technician 2 in program management, training staff in the use of the Tracking and Billing Systems (TABS), purging records, death tracking and notification, maintaining legal files and assuring HIPAA compliance. This person will also assist with assuring the records and information of the individuals we serve are received and maintained per laws, regulations, and procedures required by OPWDD, Medicare, Medicaid, and Mental Hygiene law. This person will also assist with proper handling of correspondence requests which includes Subpoenas, Court Orders, Justice Center, Individual and Family requests. The person will be integral in supporting the Health Information Management (HIM) Department and the facility as a whole in the successful implementation of OPWDD's move to Electronic Health Record (EHR) by providing any support services that are needed.

PRIMARY DUTIES AND RESPONSIBILITIES:

The Primary Duties and Responsibilities of the Health Information Management Technician 1 would include but are not limited to the following:

  • Review diagnostic and therapeutic medical records for completeness and accuracy to ensure compliance with regulatory and legal standards and requirements.

  • Correspond with individuals and entities regarding inquiries for information from patient records in accordance with established policies, procedures and legal standards.

  • Apply and implement legal and regulatory policies, procedures, and requirements for access and disclosure of Protected Health Information (PHI) and report privacy issues and breaches.

  • Preserve records for archive storage in accordance with established policies and procedures.

  • Provide technical assistance and guidance to facility and clinical staff on medical records maintenance and use, including records contained in automated patient information systems.

  • Advise clinical staff and supervisors on medical record policies and procedures and instruct treatment staff in proper methods of entering observation and progress notes into medical records.

  • Collaborate with facility staff in resolving problems with proper medical records maintenance and use.

  • Train staff in records keeping procedures and data management used to meet local, state and federal guidelines.

  • Train clerical and support staff in the selection of material from records to provide case information in responding to requests for data or abstracted material.

  • Collaborate with committee participants concerned with clinical and administrative policies and procedures governing medical records.

NY HELPS

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.

If you are hired under the HELPS Program, you will be first be appointed as a temporary employee. In May 2024, if you are performing successfully in the position, your appointment will be changed from temporary to permanent non-competitive. Once you are in permanent status, your official probationary period will begin and you may take any promotion exam for which you are qualified. At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.
