Health Information Consultant

Responsible for identifying opportunities to improve health care affordability through analysis of data. Ability to translate data to provide answers and stories from the data for client consultation for improving health care affordability to professional clients. Primary duties may include, but are not limited to:

  • Collaborates with the data warehouse analysts in the establishment and adherence to business rules.

  • Provides business knowledge regarding the appropriate use of data elements and cooperates with reporting personnel from other areas to establish and maintain these common business rules.

  • Tracks and prioritizes projects through coordination and negotiation with client to improve the efficiency of information/project plan generation.

  • Evaluates and triages potential projects and studies based on the value, cost benefit analysis and the urgency of the request.

  • Performs strategic data analysis (data mining) and research as appropriate to support business needs (e.g., disease management, provider profiling, etc.).

  • Develops good understanding of relevant business processes, goals and strategy in order to provide analysis and interpretation.

  • Collaborates with business user to define media, frequency and audience for distribution of information.

  • Develops action plans to address areas for improvement identified through data analysis and business expertise and communicates action plans to client.

  • May assist in the planning of initiatives to address areas for improvement.

Requires a Bachelor's degree in statistics, mathematics, economics, finance, or other related field. 2-4 years of experience in general accounting, financial planning, and management reporting; or any combination of education and experience, which would provide an equivalent background. At least 3 years related experience in analysis and reporting. Knowledge and understanding of data warehouse data structures and data flows and standard Business Information tools and programming/query languages. Excellent communication skills. Preferred qualifications are MBA, CPA or CMA. 2+ years of experience using Tableau, Microstrategy or PowerBI. 2+ years of experience using MS SQL Server Reporting Services.

The Licensed Utilization Review I is responsible for working with healthcare providers to help ensure appropriate and consistent administration of plan benefits through collecting clinical information to preauthorize services, assess medical necessity, out of network services, and appropriateness of treatment setting and applying appropriate medical policies, clinical guidelines, plan benefits, and/or scripted algorithms within scope of licensure. Examples of such functions may include: review of claim edits, pre-noted inpatient admissions or, episodic outpatient therapy such as physical therapy that is not associated with a continuum of care, radiology review, or other such review processes that require an understanding of terminology and disease processes and the application of clinical guidelines but do not require nursing judgment. Primary duties may include, but are not limited to: * Conducts pre-certification, inpatient (if not associated with CM or DM triage) retrospective, out of network and appropriateness of treatment setting reviews within scope of licensure by utilizing appropriate medical policies and clinical guidelines in compliance with department guidelines and consistent with the members eligibility, benefits and contract. * Develops relationships with physicians, healthcare service providers, and internal and external customers to help improve health outcomes for members. * Applies clinical knowledge to work with facilities and providers for care coordination. * May access and consult with peer clinical reviewers, Medical Directors and/or delegated clinical reviewers to help ensure medically appropriate, quality, cost effective care throughout the medical management process. * Educates the member about plan benefits and contracted physicians, facilities and healthcare providers. * Refers treatment plans/plan of care to peer clinical reviewers in accordance with established criteria/guidelines. * Requires a LPN, LVN, or RN; 2 years of clinical or utilization review experience; managed care experience; preferred or any combination of education and experience, which would provide an equivalent background. * Current unrestricted LPN, LVN, or RN license in California is required. * Strong computer skills preferred. * Medicare knowledge preferred. * Utilization management experience preferred.
