Health Informatics Policy Specialist

The Ohio Department of Health supports a hybrid teleworking model. This position may work a hybrid schedule at the discretion of the manager or supervisor, which will require occasional attendance in the office for training, meetings and other operational needs. Employees must reside within a reasonable distance to their assigned headquarters for compliance with workplace reporting requirements.
What You'll Do:
The Office of Informatics, Data, Epidemiology, and Analytics (IDEA) is seeking a Health Informatics Policy Specialist to act as an agency expert in the development and implementation of policies regarding data analytics to ensure that data is collected and disseminated consistently and accurately. This position will assist the Chief Data Officer in the development and implementation of policies related to ODH's use of the InnovateOhio Platform (IOP) and DataOhio Portal (DOP), data stewardship, data analytics, data management, and various public health data and analytics systems. Additional duties may include:
Assess the business needs for data collection in electronic information systems for public health purposes.
Facilitate focus groups to assess needs of the Ohio Department of Health (ODH) staff, local health department staff, researchers, and the public to ensure that ODH data assets meet the needs of our customers.
Act as liaison between researchers, public health staff, public health policy staff and the public on available data and ODH data products.
Represent ODH in presenting analyses and results with constituent groups.
Serves as a technical resource to local health department and ODH epidemiologists regarding statistical and epidemiological methods including the use of software packages (e.g., HUE SQL, Tableau, R).
Initiate projects focused on the electronic transfer of health data to other organizations (e.g., federal government, other state agencies, health care providers) and ensures that all appropriate privacy laws policies and standards are adhered to.
Maintain ODH's Data and Statistics website.

Completion of undergraduate core coursework & 12 mos. exp. in one of following: health services administration, mathematics, statistics, actuarial science, public administration, allied health sciences, nursing, economics, public health, or comparable field
2 yrs. exp. in health services research &/or health policy analysis
12 mos. trg. or 12 mos. exp. in research methodology, measurement & testing, analysis of variance & survey sampling
12 mos. trg. or 12 mos. exp. in use of computer programs/applications with emphasis on relational data bases, use of computer hardware, software used for spreadsheets, statistical analysis, graphics presentation & word processing

Applications of those who meet the minimum qualifications will be further evaluated against the following criteria:
Graduate or advanced degree in health services administration, mathematics, statistics, actuarial science, data science, public administration, allied health sciences, economics
Experience working in a position that includes management and analysis of data (e.g., research)
Experience developing policies and procedures related to data analytics, data governance, and/or data management
Experience working with statistical software, databases, and spreadsheets (e.g., SQL, Alteryx, SAS, Excel, R, Python, Tableau)
Experience with technical writing and/or developing scientific reports
Experience with teaching, training, or presenting in the area of data management, the use of analytics tools, or data analysis techniques
Experience conducting research activities (e.g., gathering, curating, and analyzing data)
Experience in providing technical assistance and customer service
Knowledge of or experience with big data platforms and data engineering tools (e.g., Hadoop, Impala, Cloudera, Streamsets, Control M)
Experience working in a public health setting
