Main Purpose of Job

The Office of Health Care Quality (OHCQ) is the agency within the Maryland Department of
Health (MDH) charged with monitoring the quality of care in Maryland's health care
facilities and community-based programs. OHCQ is an agent of the Centers for Medicare
and Medicaid Services (CMS) and is the designated State survey agency in Maryland.
OHCQ issues licenses, authorizing the operation of a business in Maryland; recommends
certification to CMS, authorizing participation in the Medicare and Medicaid programs;
conducts surveys to determine compliance with State and federal regulations; and provides
technical assistance and education to providers, consumers, and other stakeholders.
The surveyor conducts licensure, certification, and survey activities in licensed and
unlicensed health care facilities or programs on behalf of MDH and CMS. The purpose of
these activities is to determine if a facility or applicant is in compliance with State, federal,
and local laws and regulations, standards of care, and standards of practice. The surveyor
evaluates the quality of care and services provided to residents of Maryland's long term care
facilities. The surveyor also performs administrative duties, including precepting other
surveyors; interpreting regulations; providing technical assistance; participating in informal
dispute resolution conferences; and providing testimony in hearings. These activities directly
support OHCQ's mission to protect the health and safety of Marylanders in the health care
continuum. The surveyor must understand the complexities of the health care spectrum as it
intersects with long term care facilities.
This position differs from a Health Facilities Surveyor Nurse II in that the surveyor has not
yet successfully completed a minimum of one year of employment, completed all mandated
training, and passed the Surveyor Minimum Qualifications Test (SMQT).�
This is primarily a field-based position with a variable schedule and work location based on
the agency's needs. This job classification is designated by the Secretary of Budget and
Management as being eligible to telework. This is a hybrid telework position. When not in
the field, employee may work from a remote work site unless the supervisor assigns work
in the office.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Nursing or a related field from an accredited college or university.
Experience: None.
Notes:�1. Candidates may substitute two years of experience as a Registered Nurse for the required education.
2.Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Nursing classifications or Nursing specialty codes in the inspection of health care facilities and program field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess training and experience as a Registered Nurse, as well as experience making decisions regarding compliance with State regulations. The desired candidate should also possess experience accurately documenting deficient practices.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

2.Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
