JOB SUMMARY:

The Environmental, Health and Safety Specialist (EHS) will provide EHS support to employees and management at the assigned branch and field operations, promote a positive safety culture to operations and employees, implement and manage corporate health & safety programs, and promote continuous safety awareness and improvement.

DUTIES AND RESPONSIBILITIES:

  • Provide safety support in promoting safety awareness and safe work practices in an effort to achieve a safety culture with zero incidents and maintain regulatory compliance

  • Understands and is knowledgeable in applicable EPA, OSHA, and MSHA, regulations

  • Assists in development and implementation of EHS procedures, policies, and guidelines

  • Conducts inspections and audits, as required to ensure compliance with Company Policies and regulatory compliance

  • Assists in mitigation of identified hazardous conditions and/or unsafe acts with employee's and management

  • Participates in incident investigations and assists with development of corrective actions, and completion of reports as required

  • Assists in case management of Workers' Compensation Claims

  • Manages incident statistics for assigned Branch's

  • Assist with development and review of site work plans and health & safety plans as requested

  • Ability to represent Company during regulatory inspections, audits, and meetings

  • Preparation of reports as requested by Management

  • Conducts training as requested by Management

  • Manages employee EHS training programs

  • Attends operations meetings to review concerns and issues as requested

  • Responds in timely fashion to emergency response, and other incidents. Provides EHS support at these incidents

  • Manages air monitoring and exposure assessment programs for employees as identified

  • Participates in Health & Safety Committee Meetings

  • Additional duties as assigned

EXPERIENCE AND SKILL REQUIREMENTS:

  • High School education or equivalent required

  • Bachelor's degree in the field of Occupational Safety & Health preferred

  • 3-5 years' health and safety experience

  • Comprehensive understanding of EPA, OSHA, and MSHA regulations

  • Strong organizational and communication skills required

  • Successful experience in training HAZWOPER certification preferred

  • Ability to travel at least 60% of the time

  • Experience using Microsoft Office programs, including Word, Excel and PowerPoint required

  • Sometimes requires sitting, standing, walking, puling and/or pushing, stooping, crouching, and climbing

  • Ability to lift > 25 pounds,

  • Ability to obtain Medical & Respirator Clearance

VIEW JOBS 2/20/2020 12:00:00 AM 2020-05-20T00:00 Environmental Health & Safety Specialist General Summary Southern Research is currently seeking a highly creative, assertive individual contributing problem solver as an Environmental Health and Safety Specialist. This exciting and challenging opportunity will develop, implement, and monitor EHS programs in conjunction with SR's operating divisions through a consultative approach. The EHS Specialist will act as the SME (subject matter expert), under the supervision of the EHS Director, to ensure safety compliance with policies, procedures, and regulatory requirements for designated operations. In collaboration with the EHS Director, this proactive candidate will support hazardous material/waste programs, laboratory inspections, and administrative areas ensuring that they are compliant under local, state, and federal safety regulations. The EHS Specialist will develop and conduct employee training, quality assurance, and emergency preparedness programs within the organization. Key Responsibilities: * Responsible for assisting in oversight of all safety operations at the Birmingham, AL facilities (Engineering Research Center and the Southside Research campuses) * Working with management of radioactive materials and radiation machines. * Assists in developing, implementing and maintaining safety programs * Serve as an on-site Chemical Safety Officer with responsibility for assisting in managing the safety and health issues for the facility * Works with facility employees, technical leaders and associated project personnel to establish safety objectives that are closely aligned with those of the project and facilities management * Work with employees at all levels, clients, contractors, and vendors to maintain a safe and environmentally sound work place * Ensure the facility is in compliance with all Federal, State, and local EHS regulatory requirements * Ensure that the facility is in compliance with Corporate EHS requirements * Monitor and/or audit organization-wide safety program for conformity * Assists in operation of department activities that have an impact on the organization * Serve on internal safety and ad hoc committees as necessary Position Specific: * Assists in developing safety programs and encouraging safety culture at facility, by working with staff at all levels to promote safety as a key objective and mindset. * Implement and maintain facility EHS policies/procedures in conjunction with Corporate EHS requirements * Enforces all safety policies, procedures, safety regulations and applicable environmental regulations; liaise with regulatory officials; monitors compliance; addresses deficiencies, and strive for continuous improvement. Specific focus areas include: small quantity hazardous waste generator, wastewater disposal, state air permitting * Oversee/develop/conduct/track/arrange for employee/visitor/client/contractor training for: OSHA, EPA, and DOT compliance including, but not limited to, radiation safety, biological safety, hazard communication, first aid/CPR, personal protective equipment, fire extinguisher, respiratory protection, waste disposal and other identified safety trainings, etc. * Establishes/maintains appropriate agency (e.g., local permitting agencies) and vendor (e.g., occupational health providers) relationships to successfully meet safety program needs * Maintain all safety- and environmental-related data for the Birmingham facilities (training records, compliance reports, incident documentation, process data, etc.) * Complete incident reports and conduct accident investigations; serve as employee point of contact for safety concerns; and within 24 hours, provide visibility to, and work with EHS and Human Resources to address injuries occurring on the premises with regard to potential worker's compensation claims, medical treatment, any short-term or long-term job modifications, requests for accommodation, any resulting lost time including intermittent or consecutive days out * Actively seek to follow-up with individuals to address known or potential safety issues * File and administer worker's compensation claims with carrier * Works closely with facility Human Resources Business Partner and appropriate management to address safety-related performance issues, return-to-work issues, work modification/ accommodation requests, and other issues as needed * Manage medical surveillance and testing programs as needed, including respiratory fit testing * Ensures confidential personal identity, health, employment, and other sensitive information is kept secure and released with the appropriate authorization and on a need-to-know basis * Maintain inventory of safety supplies and materials required for typical facility activities * Review experiment design, protocols and procedures and assists in conducting risk assessments * Develop, review and annually update Safety Manual, the Security Plan, Emergency and Incident Response Manual and all safety-related Standard Operating Procedures in consultation with appropriate safety personnel * Review plans for laboratory building construction and renovation of existing facilities to assure adherence to current safety practices * Regulate and supervise the movement of waste materials out of the facilities * Provide compliance reporting as required by EHS * Communicate any observed unsafe conduct and/or activities to the appropriate Supervisor * Enforce research regulatory compliance best practices; make recommendations for improvement * Participate in EHS, Safety Coordinator and Safety Committee meetings * Conduct facility safety inspections and internal audits; recommend corrective measures for facility-associated issues * Submit local, state, and federal applications, permits, approvals, etc. * Compile hazardous waste records and hazardous waste disposal policies; train employees in proper shipping procedures * Develop new and revise existing safety manuals and SOPs when needed and train employees to these documents * Comply with all standard operating procedures and provide safety-related input during SOP development * Perform other duties as may be required by senior level management Minimum Qualifications: * BS degree in Occupational Health, Industrial Hygiene, Safety, or related field such as Engineering or Chemistry * Must have at least 1 year of directly relevant EHS experience in an industrial setting * Must have knowledge in developing and managing safety programs and training * Must have knowledge of process engineering safety programs * Knowledge of use of protective equipment and safety protocols related to handling hazardous materials * Knowledge of Code of Federal Regulations (OSHA, EPA, DOT, etc.), and local Fire Codes and environmental regulations to ensure facility compliance * Knowledge of hazardous waste regulations and requirements * Proficient with Microsoft Office applications * Must be able to develop and work with simple databases to maintain required program documentation (SDS files, training, medical records etc) * Must be able to build trust and confidence with all stakeholders to successfully establish the desired safety oriented culture * Must be self-motivated and action-oriented to help establish safety programs that will address facility needs * Desired certifications: 8 hour RCRA training, 40-Hour HAZWOPER, CPR/AED First Aid Certification, 49 CFR DOT Certification and IATA certification Work Environment & Conditions This position will work in an office, industrial process building and laboratory settings including mechanical, materials and thermal engineering labs, animal labs and BSL-1,-2 and -3 laboratories. Use of a computer for extended periods of time may be necessary. Ability to wear appropriate PPE when entering process building and laboratory settings is required. There is a required medical clearance for this position. Vaccinations may be required.
