Washington County Department of Health and Human Services (HHS) is seeking a self-motivated and energetic individual to join our team as we partner with the Department of Housing in developing new supportive housing services in our community. A primary focus area of this position will be to support the implementation of programming related to the Medicaid 1115 waiver that allows Oregon Health Plan funds to be used to support the housing needs of Medicaid members. The ideal candidate will have a deep connection with our communities of color and a strong understanding of both Medicaid and supportive housing services.

About the position:

This position is eligible for a hybrid work schedule including 2-3 days/week remote work.

This role will support the Department of Housing in integrating systems of care that improve access and coordination for people experiencing housing instability. In this role, you will participate in activities relating to implementation of the State of Oregon's Medicaid Section 1115 Demonstration Waiver ("Waiver") for Housing Support benefits. You will work closely with healthcare partners, including coordinated care organization and community-based organizations, to implement new supports for Medicaid-covered community members experiencing housing instability. You will also identify opportunities for cross-system coordination of programs and services. Additionally, you will assess current system barriers and opportunities and develop recommendations based on input and engagement with county Housing Services and HHS staff, regional and statewide partners, local healthcare providers, and community-based organizations.

Primary duties may include, but are not limited to:

  • Under the direction of the Homeless Services Division leadership, participate in the implementation of new programs related to the State of Oregon's Medicaid Section 1115 Demonstration Waiver Housing Support benefit.

  • Coordinate, oversee, and monitor assigned program areas to ensure compliance with statutes, guidelines, budget parameters, and grant or funding requirements. Analyze and evaluate designated program areas to include research, data collection, and program needs. Provide recommendations for budget requests and present information to staff and the public.

  • Provide input into program policies, strategies, and methods for integrating the Waiver housing benefit into the homelessness response system; coordinate across divisions and departments in developing recommended program policies and strategies.

  • Negotiate and monitor contracts with agencies to provide services; develop budgetary parameters, scope of work, deliverables, and schedules. Evaluate agency eligibility, monitor compliance with contract agreements, review contract expenditures, and approve payments.

  • Work with technical assistance agencies, providers, and assigned staff to identify technical assistance and training needs of service providers. Arrange for and provide technical assistance to service providers.

  • Participate in inter-jurisdictional work groups and strategic planning tables involving colleagues in Metro counties, staff at Coordinated Care Organizations, the Oregon Department of Housing & Community Services, and the Oregon Health Authority; staff these inter-jurisdictional work groups as a representative of the Homeless Services Division.

  • Develop recommendations for policy and implementation procedures for integrating housing and health systems, including Waiver housing benefits.

  • In partnership with Homeless Services Division leadership, work internally with staff across county departments and divisions to integrate systems of care that improve access and coordination for people experiencing homelessness.

  • Act as a liaison between the departments, local agencies, state agencies, service providers, and the public; and create presentations as required and requested.

  • Monitor and evaluate the effectiveness of housing/healthcare systems integration implementation, program policies, data tracking, and reporting.

The ideal candidate will:

  • Be skilled in organizing complex bodies of work, often with short timelines.

  • Have knowledge of Medicaid, Coordinated Care Organizations, the Oregon Health Authority, and healthcare providers.

  • Have the ability to build strong partnerships with staff in all HHS divisions to understand their needs and incorporate this feedback into supportive housing work.

  • Have a strong understanding of equity, diversity and inclusion (EDI) and how to center these principles in all elements of their work.

  • Have a broad understanding of homeless services and supportive housing services.

Education and Experience:

Candidates must meet one of the following minimum qualifications to be considered:

  • An Associate's Degree in a Health, Social Service, Business, or related field; AND three (3) years of work experience in program administration, development, evaluation, and/or contract administration.

OR

  • Five (5) years of experience in program administration, development, evaluation, and/or contract administration.
