Nature of Work

The program title "Family Planning Program Specialist" (FPP Specialist) is a member of the West Virginia Family Planning Program (FPP) Team, reporting to the program director and acting as the liaison between the FPP and the FPP sub-recipients, both clinical service site and staff. The FPP Specialist is responsible for the development of follow-up action plans from the findings of the Quality Assurance Monitoring Team (QAMT) audits for all clinical service sites. The FPP Specialist participates in the annual grant submission, all federal site reviews, and provides technical assistance to clinical service sites on program policies and procedures to ensure compliance with Title X. Assists with training and education of sub-recipient and clinical service site staff.

The incumbent reviews QAMT audits. Contacts the responsible clinic staff listed on the audit, either in person, via telephone or google meets, and develops a follow-up and corrective action plan for any missing or incorrect sections of the review. Serves as a resource for staff and providers regarding the program and Title X policies and procedures. Maintains knowledge of Title X policy and procedures and works with the director and FPP Specialist, Sr. to update program forms and guidance to mirror Title X requirements. The incumbent serves as the program liaison between the director and clinical staff, answering questions and providing technical assistance, whenever possible. Assists with outreach and education efforts to clinical service site providers and staff. Responsible for participation in the annual Title X grant submission, as assigned. Updates clinic directory and email listserv to ensure appropriate clinic contacts receive pertinent information. Incumbent participates in FPP team meetings and delivers updates on all areas of assignment. Works on assigned special projects, for example: Information and Education Advisory Committee, Data Collection (FPEDS), Google and other technology, Research and other projects as needed and requested to assist the program. Performs other duties as assigned.

Minimum Qualifications

Training: Bachelor's degree from a regionally accredited college or university.

Substitution:Additional experience as described below may be substituted for the required training on a year-for-year basis.

Experience:Two (2) years full-time, equivalent part-time paid or volunteer experience in a technical or program area that is related to the area of employment.

Substitution:Post-graduate education in a field related to the area of employmentmay be substituted for the required experience on the basis of fifteen semester hours for one (1) year of experience.

OR

Master's degree in social work from a regionally accredited social work programfrom a regionally accredited college or university.

Note: Appointment above the entry rate may be made at 5% for each six (6) months of successfully completed work as an intern in a practicum placement with the Department of Health and Human Resources for the Master of Social Work degree.
