The WIC Vendor Authorization and Monitoring Specialist is responsible for managing relationships with WV WIC retailers statewide and providing administrative coordination, development, and complex technical assistance of the authorization, monitoring, and training components of the ONS Retail and Farmer Management Division. Serve as a liaison to facilitate problem resolution and assure compliance with policies and procedures in accordance with federal, state, and local statutes, standards, and administrative rule of all owners, operators and managers of retail stores conducting WIC transactions.

Conduct overt visits to approximately 260 retail locations statewide on a rotating three-year cycle to monitor compliance per USDA federal regulations. Process applications and complete screening site visits to authorized applicants interested in offering WIC approved items. Perform in-store educational buys, and act as a WIC program field representative in training store personnel to eliminate and prevent fraud/abuse.  Develop, implement, and evaluate annual training of all authorized WIC vendors to meet USDA federal regulations.

Training: Bachelor's degree from a regionally accredited college or university.

Substitution: Additional experience as described below may be substituted for the required training on a year-for-year basis.

Experience: Two (2) years full-time, equivalent part-time paid or volunteer experience in a technical or program area that is related to the area of employment.

Substitution: Post-graduate education in a field related to the area of employment may be substituted for the required experience on the basis of fifteen semester hours for one (1) year of experience.

OR

Master's degree in social work from a regionally accredited social work program from a regionally accredited college or university.

Note: Appointment above the entry rate may be made at 5% for each six (6) months of successfully completed work as an intern in a practicum placement with the Department of Health and Human Resources for the Master of Social Work degree.
