Current employees in the unclassified service who meet the following criteria also qualify to participate in this exam:
Employees who have attained permanent County status on a classified position by successful completion of the initial probationary period, with no break in service since leaving the classified service.
Full-time employees in the unclassified service with at least six months of full-time experience in the unclassified service at the time of filing or by the last day of filing.
NO OUT-OF-CLASS OR VERIFICATION OF EXPERIENCE LETTERS (VOEL) WILL BE ACCEPTED.

Has immediate charge of LA County Library's Support Services Section.
The single position allocable to this class reports to the Administrative Deputy and oversees purchasing operations, contract administration, Special Tax and Developer Fee Programs. The position is distinguished by its responsibility for highly-specialized administrative assignments and clerical support functions as requested by executive management. The incumbent must demonstrate knowledge of purchasing guidelines, contract principles, administration of inter- intra-jurisdictional agreements, Board letter development and supervision skills required to head a major Library section. Essential Job Functions
Plans, assigns, directs and evaluates, through subordinate staff, the work of the support services section of the Public Library.
Manages the department's centralized procurement operations and activities related to purchasing goods and services in accordance with policies and guidelines established and enforced by the Internal Services Department.
Administers the department's centralized contracting operations including development, award, and performance monitoring; interprets and enforces related memoranda of understanding, delegated authority agreements and master agreements.
Researches, recommends and implements departmental policies, procedures, practices and guidelines to foster efficiencies and effective resource management.
Composes content for Board letters, motions and memoranda; supervises the filing of Board agenda items with the Chief Executive Office and Executive Office of the Board of Supervisors to ensure filing deadlines are met; maintains a comprehensive file of all transcripts of Board meetings.
Oversees administrative tasks related to LA County Library's Special Tax and Developer Fee Programs: collecting and processing fees; coordinating activities with the Auditor-Controller and developer fee consultant to update the annual special tax levy; forecasting special tax revenue; updating the Capital Improvement Program and monitoring pending development projects within Los Angeles County to determine potential impact on library services.
Retains the Geographic Information Systems (GIS) shape files, developer fee planning area boundaries, and coordinates the update of these files with other County departments and outside consultants.
Administers and maintains records on building leases, maintenance and office equipment agreements located throughout the department.
Analyzes environmental impact reports and related planning documents in order to prepare reports required by the Department of Regional Planning, cities, planning consultants and other agencies.
Supervises clerical support and building services at Library Headquarters, such as security, maintenance, messenger and reception services, etc.
Acts as departmental Records Management Coordinator on matters relating to the Chief Executive Office's records management program.
Act for the Administrative Deputy in his or her absence as needed.
Experience performing contract and procurement operation assignments.
Experience generating complex documents, such as reports, Board letters, policies and procedures, and memos.
Four years of experience in a general administrative staff* or specialized staff capacity analyzing and making recommendations for the solution of problems or organization, systems and procedures, program, facilities planning, budget, accounting, purchasing, contracting, or personnel, two years of the required experience must have been in a supervisory or responsible staff capacity*.
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
SPECIAL REQUIREMENT INFORMATION:
Specialized staff capacity is defined as: Staff experience requiring specialized knowledge of rules, regulations, and other guidelines relating to completing assignments in the program area assigned. Knowledge is usually attained through extensive, increasingly difficult, and practical experience and training in the subject matter field.
2 - Light: Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Considerable walking may be involved.
EXAMINATION CONTENT: This examination will consist of (2) parts:
PART I: An evaluation of Training and Experience based upon application information and supplemental questionnaire submitted at the time of filing, weighted 70%.
PART II: A Commentless Appraisal of Promotability weighted 30%. The Commentless Appraisal of Promotability will evaluate: knowledge and skills; oral and written communication; analytical and problem solving; interpersonal skills; work habits and attitude; leadership skills.
Candidates must achieve a passing score of 70% or higher on the examination in order to be placed on the eligible list.
The names of candidates receiving a passing grade in the examination will be placed on the eligible list in the order of their score group for a period of twelve (12) months following the date of promulgation.
The resulting eligible list will be used to fill a vacancy with in the LA County Library.
Appointees must be willing to work any shift, including evenings, nights and weekends.
