Head of Regulatory Assurance Hub

SUMMARY

This is an exciting opportunity within the newly-established Global Regulatory Change, Framework & Oversight (GRCFO) team, part of the enterprise Global Regulatory Affairs Office. The GRCFO oversees the enterprise management and delivery of regulatory change, providing governance and oversight of the frameworks that enable understanding of regulatory obligations, mitigation of regulatory risks, and compliance with applicable regulations. The GRCFO design supports this mandate across three key pillars: i) Risk & Regulatory Frameworks, ii) Regulatory Change Portfolio, iii) Regulatory Assurance Hub. This role leads the Regulatory Assurance Hub pillar - a high-functioning team focused on risk & regulatory quality assurance, and adherence to the risk & regulatory frameworks through independent quality assurance management.

The will own and manage the guard rails for regulatory quality assurance, primarily as a result of the implementation of regulatory change. This role is responsible for the design and development of the regulatory assurance methodology as it relates to the corporate Regulatory Change Framework (RCF), including reporting and escalation protocols and administration of the verification hub and the regulation evidence contained therein.

The role will provide independent review of alignment to the RCF and associated regulatory operationalization, as well as oversee periodic confirmation of on-going compliance to ensure that all evidence is appropriate at the point of implementation and continues post-implementation.

The ideal candidate will have a well-practiced understanding of regulatory frameworks and a track record of assurance review, testing and reporting as it relates to regulation, in addition to broad demonstration of developing and leading high-performing teams, working with diverse, cross-functional teams, and facilitating reporting needs from stakeholders across the organization.

This role will report to the Head of Global Regulatory Change, Frameworks & Oversight.

PRINCIPAL RESPONSIBILITIES

  • Coordinate enterprise-wide periodic confirmations related to continued regulatory compliance

  • Serve as a lead point of contact for assurance reviews outside of the GFCFO, such as Audit and Global Compliance Testing, etc. to communicate reporting results and self-identified findings

  • Create infrastructure to support lines of defense in regulator examinations related to regulations Initial lead for regulator exams related to regulations, working with the wider GRAO organization

  • Develop a risk-based assurance program and methodology to verify evidence and alignment to the RCF, enabling this methodology to be leveraged across the enterprise

  • Establish and implement a strategy for verification and repository automation, including relevant controls to maintain integrity of the evidence within

  • Prepare and deliver data-driven, actionable reporting to senior leadership and governance stakeholders.

  • Work closely with senior leadership across the enterprise, in all three lines of defense, to support the continued maturity of the regulatory environment

  • Oversee a team of validation leads responsible for executing the regulatory assurance hub program

  • Participate in the development and maturity of the wider GRCFO organization and promote engagement with stakeholders across all lines of defense

  • Contribute to the production and review of appropriate regulatory and risk program oversight metrics, ensuring their accuracy and relevance in supporting the GRCFO Strategy

  • Collaborate with stakeholders across all lines of defense, multiple business units and operational leaders to quickly identify and create effective and sustainable solutions for managing regulatory risk

  • Identify and solve complex, operational and organizational problems leveraging the appropriate resources within or outside the department

  • Execute on complex initiatives involving multiple disciplines and/or ambiguous issues

  • Lead training and communications with partners to promote a robust regulatory control culture and reinforce risk and control principles relating to regulatory change

SKILLS / EXPERIENCE

  • Significant experience in relevant regulatory testing, examination or Internal Audit experience

  • Strong understanding of regulatory frameworks, testing methodologies, and risk assessments

  • Experience leading and developing high-performing teams

  • Ability to identify problems, develop and communicate solutions. Able to manage the detail and drive execution while maintaining a strategic view

  • Comfort in delivering to deadlines

  • Excellent communication skills (both written and oral) to interact and manage expectations with senior level audiences, stakeholders and management

  • A strong and proven ability to analyze, break down and explain complex issues in non-technical language.

  • Highly flexible and adaptable to change, with a positive attitude and vision to continually enhance / strengthen current status quo

  • Demonstrate ability to influence and persuade others (e.g. peers, partners, senior management and external parties) to implement change, strategy and decision making in a diverse and matrix environment

  • Experience in the financial services industry with an understanding of regulatory obligations, compliance and risk management within asset servicing, wealth management and banking, and the regulatory environment in which they operate

  • 10+ years serving as a regulatory risk manager or other relevant role
