The Head of Measurement & Analytics (Enterprise Learning, Leadership Development & Organizational Development) role will be responsible for the overall learning measurement strategy that aligns with key measures both within the business and HR. The leader will help improve operational performance by providing staff and senior leaders with timely and quality data analysis and insight that improves organizational performance, to ensure we achieve the greatest possible impact of our learning and talent development solutions. They will be a data champion developing a culture of constant learning and improvement across all of Talent management offerings. This leader will also be responsible for the collection, management, analysis, interpretation and presentation of all data related to our learning solutions for the achievement of better solutions and the management of the life cycle of these products. They will coordinate with all other data collection groups within Cigna to develop and maintain Cigna wide success measures. Lastly, the leader will manage quality control and testing of standard operational processes within Enterprise Learning, Leadership Development & Organizational Development to ensure that the policies and programs are executable and sound.

Key Responsibilities

  • Responsible for establishing, managing, and maintaining of the Enterprise Learning, Leadership Development & Organizational Development Design Measurement & Analytics strategy.

  • Implement and manage effective internal measurement platform talent management functions.

  • Evaluate and make decisions around dataset implementations and various data analytics tools.

  • Evaluate a program's impact on participant reactions, learning, and behavior, and on organization-level metrics.

  • Gather business and functional requirements from product/program owners and end customers to create data capture, visualization, and measurement strategies that drive business action.

  • Establish scaleable, efficient, automated processes for on-demand data analysis.

  • Identify possible learning design solution improvements to support design managers in their development of their products

  • Compile results in a concise, meaningful, and actionable format and share findings to senior leadership.

  • Model data and metadata for ad hoc and pre-built reporting.

  • Diagnose opportunities for optimization by bolstering program enablers and mitigating limiting factors.

  • Continually improve ongoing reporting and analysis processes, automating or simplifying self-service support for customers.

  • Analyze relevant national, regional and local data and policy changes that might inform or impact Enterprise Learning, Leadership Development & Organizational Development's work, benchmarking and providing reports for Senior management

  • Participate in strategic & tactical planning discussions, including product design meetings.

  • Liaise with external agencies and stakeholders providing data for reporting purposes and quality marks

  • Facilitate the sharing of best practices across Enterprise Learning, Leadership Development & Organizational Development

Qualifications

  • Bachelor's degree in Business/Management Information Systems or relevant work experience in statistical or business analytics

  • MA/MS or advanced degree in quantitative/technical field (e.g. Data Analytics, Computer Science, Statistics) preferred

  • 8+ years of direct analytics / experimental design / statistics experience (or equivalent combination of degree and experience)

  • Experience with data manipulation and mining Tableau required

  • Experience in HR, Enterprise Learning, Leadership Development and/or Organizational Development preferred

  • Experience working in a large complex global organization, preferably in/with Human Resources required

  • Experience with creating internal measuring and analytics platform

  • Experience in analyzing impact, demonstrating a clear understanding of how data and dashboards are used for ongoing learning and development and how different contributions can improve performance

  • Technical skills in Cigna's data software as well as proficient with Microsoft Office, Excel & PowerPoint.

  • Highly flexible, with the ability to identify, analyze and solve problems systematically in a fast-paced, rapidly-evolving organization

  • Proven ability to manage multiple projects with competing priorities

  • Exceptional business-facing verbal and written communication skills; able to present and clearly communicate complex data, analyses, and findings to non-experts

  • Ability to maintain discretion, confidentiality, and professionalism with sensitive information

  • Experience in interviewing, communicating with, and negotiating with senior leaders.
