We are looking for a HCBS Federal Policy Specialist to join our Waiver Administration and Compliance Unit at Benefits and Services Management Division - Office of Community Living.

Description of Job

The Benefits and Services Management Division (BSMD) exists as part of the Department of Health Care Policy and Financing (HCPF), which is the federally recognized single state agency to administer the Colorado Medicaid program of health care coverage for persons who qualify. The BSM Division administers the state's long-term care programs such as nursing facility, hospital backup, and community long term care programs such as Home and Community Based Services (HCBS) waiver programs. The division provides oversight and monitoring for the state's single-entry point system for access to the state's long-term care programs, including those administered by the Department and those administered under agreement with the Department of Human Services (DHS). Staff within the Division are responsible for stakeholder relations, policy development and implementation, contract management and performance, program administration and overall Long-Term Services and Support Medicaid program performance. The Division plays an important role in working towards the Department's mission to improve access to cost-effective, quality long term care services and supports for Coloradoans.

The Waiver Administration and Compliance Unit works to demonstrate that our Home and Community Based Services (HCBS) wavier program continuously and effectively assure the health and welfare for all waiver participants, while also ensuring the services are person-centered, and provider standards meet the needs of our participants. This unit ensures that our waivers and services follow all federal and state regulations.

This position is part of the Benefits and Services Management Division and is responsible for the oversight and implementation of Colorado's Olmstead Plan. This position will assist the Department and the state of Colorado to ensure that individuals with disabilities are living, learning, working, and being in the community in the most integrated setting. 3 This position serves as the staff authority in the management, implementation, and improvement of Colorado's Olmstead Plan (Plan) .The management of this Plan requires the position to coordinate with the Centers for Medicaid and Medicare Services (CMS) staff, HCBS Benefits Managers, Budget, Rates, community stakeholders, the Governor's Office, and other state Departments. The management, implementation, and improvement of the Plan includes creating project plans for implementing initiatives to ensure individuals with disabilities are living, working, and learning in the community, including determining achievable milestones for co-occurring initiatives.

This position collaborates and coordinates with other state Departments as well as working with community stakeholders to ensure progress is being made regarding the Plan. This position serves as the departmental authority on all work related to the Plan. Management relies on this position to ensure we have federal authority and sufficient appropriations to serve Medicaid members through initiatives developed by the Plan. This position will complete an annual report detailing the progress, and gaps, associated with implementing Olmstead initiatives.

This position also serves as the staff authority in the management and implementation with the federal regulation, "Ensuring Access to Medicaid Services." The implementation of this final rule will take a comprehensive approach to improving access to care, quality, and addressing health equity for our HCBS programs. The management and implementation of the final rule includes creating project plans for the 11 different sections of the final rule and collaborating across all offices at HCPF as well as other state offices such as DHS and CDPHE to ensure federal compliance with the final rule

MINIMUM QUALIFICATIONS:

Option 1

Experience Only:

Seven (7) years of relevant experience in long-term services and supports, policy analysis, policy creation, public health, and/or disability services in an occupation related to the work assigned to this position

Option 2:

Education and Experience:

A combination of education (bachelors degree, masters degree, JD, etc) in Health Care Administration, Business Administration, Public Health and Social Work,

AND

Three (3) years relevant experience in long-term services and supports, policy analysis, policy creation, public health, and/or disability services in an occupation related to the work assigned

Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:

  • An associates will count as two years of experience

  • A bachelors will count as four years of experience

  • A masters degree will count for six years of experience

  • A doctorate or juris doctorate degree will count for seven years of experience

Preferred Qualifications & Special Qualifications:

  • Experience with the Olmstead Act.

  • Experience long-term care systems.

  • Experience with policy analysis.

  • Experience with interpreting federal and state regulation.

  • Prior state experience related to the duties of this position

CONDITIONS OF EMPLOYMENT

  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
