HBCU Public Service Program Vacancy Announcement: Program Analyst (Multiple Agencies)

DOEE - The Department of Energy and Environment (DOEE) is the leading authority on energy and environmental issues affecting the District of Columbia. DOES - The Department of Employment Services provides comprehensive employment services to ensure a competitive workforce, full employment, life-long learning, economic stability, and the highest quality of life for all District residents.
DPR - The DC Department of Parks and Recreation (DPR) provides quality urban recreation and leisure services for residents and visitors to the District of Columbia. DPR supervises many of the District of Columbia's recreation/community centers, parks, athletic fields, playgrounds, spray parks, tennis courts, community gardens, dog parks, aquatic facilities and features.
DHCF - The Department of Health Care Finance (DHCF), formerly the Medical Assistance Administration under the Department of Health, is the District of Columbia's state Medicaid agency. In addition to the Medicaid program, DHCF also administers insurance programs for immigrant children, the State Child Health Insurance Program (S-CHIP or CHIP) and Medical Charities (a locally funded program).
The Role:
As a Program Analyst, you will support the planning, implementation, and evaluation of various programs and initiatives. This role involves data analysis, performance monitoring, and providing strategic recommendations to enhance the efficiency and effectiveness of the agency's programs.
The main responsibilities of the Program Analyst are as follows:
Collect, analyze, and interpret data related to program performance.
Prepare comprehensive reports and visualizations to communicate findings to stakeholders.
Identify trends, patterns, and areas for improvement based on performance data.
Analyze and interpret relevant policies, regulations, and legislation affecting program implementation.
Collaborate with cross-functional teams to ensure project milestones are achieved.
Build and maintain positive relationships with internal and external stakeholders.
Provide insights and recommendations to enhance program effectiveness and efficiency.
Assist in budget development and monitoring for assigned programs.
Qualifications and Relevant Experience:
To participate in the HBCU Public Service Program, you must have the following eligibility requirements:
Graduate from either Howard University or the University of the District of Columbia with a bachelor's degree in either December 2023 or May 2024.
Commit to being a resident of the District of Columbia for two years upon being hired.
The ideal candidate will have the following skills and experiences:
Knowledge of a wide range of program management policies, concepts, practices, and principles.
Ability to develop and implement systems for support of interrelated program operations.
Proficiency in using office productivity software and project management tools.
Strong analytical and quantitative skills, with proficiency in data analysis tools.
Relevant coursework & internship experience:
Any courses in Public Administration, Business, Economics, or a related field.
Any internship experience in program analysis, evaluation, or a similar role.

Working Conditions and Environment:
The work schedule is 4 days per week at the office to encourage interaction with team members, and you may work remotely one day per week.
Work hours are somewhat flexible, but it is expected that you will work 40 hours per week, such as 9am

Paid Time Off:
District Government employees earn 4 hours of paid leave each pay period (every two weeks) until they have 3 years of service, at which point they begin accruing 6 hours of paid leave per pay period.
The District provides employees paid leave on 12 annual holidays per year.
Salary:
Apprentices will earn an annual salary of $65,285 during their first year of employment. After successful completion of the 1-year apprenticeship program and contingent upon funding availability, the apprentice will become a regular employee earning $69,481.
