ABOUT THE POSITION:

The City of Monterey's world-renowned waterfront area is comprised of two wharves, two launch ramps, a 413-berth marina, and approximately 180 moorings, and is home to a robust commercial fishing industry.

The City of Monterey currently has one (1) full-time Harbor Security Worker vacancy. The Harbor Security Worker is responsible for ensuring the safety of members of the public, vessels, and equipment in and around the Harbor. Additionally, the successful candidate must work well as part of a team and maintain good customer relations with a public of widely different levels of educational and economic backgrounds.

Application Process

A limited number of applicants who clearly show that they most closely meet the needs of this position in terms of training, experience, education, and other job-related characteristics will be accepted to participate in the selection process. This process will include evaluation and initial screening of the standard on-line City application to determine which candidates progress to the next phase of the recruitment process. The subsequent selection process may include a written test/written exercise, performance exercise, panel interview, and a final departmental interview. As a condition of employment, the selected candidate will be required to successfully pass a Live Scan fingerprint background check and reference check.Depending on the position, as a condition of employment, the selected candidate may also be required to pass a physical exam including a drug screen and afederal background check to gain access to military and police facilities and systems.

The Human Resources Department reserves the right to make changes to components of the examination process.

Candidates who successfully complete all phases of this recruitment process will be placed on an eligible list. The eligible list is active for 12-months and may be used to fill additional positions including lower-level positions, regular part-time, and part-time temporary seasonal, determined to have similar duties and requirements.

SUMMARY:Under general supervision, represent the City to visiting boaters, maintain a radio and telephone watch, conduct business, patrol marina and wharves, perform custodial and minor repair work as necessary to provide a safe environment for visitors and marina customers; perform related work as required; respond to emergencies as needed.

DISTINGUISHING CHARACTERISTICS:This class is distinguished from other positions in the Harbor series in that the individuals in this class primary responsibility is to patrol the wharves, provide security and may perform lower level repair work when necessary.

Examples of Duties

ESSENTIAL FUNCTIONS:Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Factors such as regular attendance at the job are not routinely listed in job descriptions, but are an essential function. Essential duties and responsibilities may include, but are not limited to, the following:

  • Patrol the marina and wharf areas; check all boats at regular intervals for water, condition of mooring lines and general security;

  • Notify owners or take necessary action as conditions indicate and document corrective action;

  • Check area for unauthorized persons and notify police by telephone radio if necessary in enforcing regulations;

  • Assign berths to arriving transient boats;

  • Open office as necessary to check customers in and out, collect fees and return deposits, operate harbor boats including performing emergency towing and recovering customer's boats and dinghies that have come adrift within protected harbor waters;

  • Perform security sweeps in accordance with the Facilities Security Plan prior to Cruise Ship arrivals; supervise individuals performing community service;

  • Keep a written activity sheet for the shift; supervise part-time or temporary employees; monitor contractor's activities after office hours;

  • Audit cash and inventory accountable "for deposit" customer keys each shift;

  • Use basic computer skills to operate proprietary computer programs that document slip occupancy for billing, obtain customer information from a database program for routine and emergency notifications;

  • Research through the City Police Department, and the NMFA web site, vessel ownership;

  • Print and post current weather and seacondition reportsfrom the internet;

  • Act as first responder for hazardous material spills in the harbor area; investigate the source, and isolate if identified;

  • Checkfor and document for correction, or temporarily remediate, threats to safety and health, implement the Harbor's sea lion removal program and educate the public when questioned;

  • Remove debris and carcasses from navigable waters and dispose of them in an approved manner;

  • Operate 3-ton boat hoist, ¼ ton truck bumper hoist, winches and lift gate for handling heavy debris removal. Willingness to work outdoors, at night, in all kinds of weather;

  • Support the relationship between the City of Monterey and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff;

  • Maintain confidentiality of work-related issues and City information;

  • Perform other job-related duties within the scope of this job classification as assigned.

Typical Qualifications

MINIMUM QUALIFICATIONS:

Education: Graduation from high school or GED equivalent. Experience: One (1) year of experience in security work and familiarity with boats and marinas. An equivalent combination of education and experience may be considered.

LICENSE AND CERTIFICATION:

  • Must possess a valid California Driver's License upon time of appointment and be insurable with the City's standard insurance rate, unless otherwise approved by appointing authority.

  • Must obtain First Responder, and Hazmat Level One, TWIC card and First Aid/CPR certification within one (1) year of employment.

Environmental Elements

Work is performed in the City harbor and outdoors with exposure to inclement weather; exposure to noise, dust, grease fumes, gases and potentially hazardous chemicals. Work is in and around moving vehicles and machinery. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. This position requires the ability to work a flexible schedule including weekends, evenings, and holidays and be available for work on an emergency basis.

DISASTER SERVICE WORKERS

All City of Monterey employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
