A Harbor Public and Community Relations Director plans and directs one or more functions at the Harbor Department that include: media relations, community relations and corporate communications (advertising, customer and employee communications); applies sound supervisory principles and techniques in building and maintaining an effective work force; fulfills equal employment opportunity responsibilities; and does related work.
PROCESS NOTES
Candidates who lack six months or less of the required experience at the time of filing may file for this examination. However, they cannot be appointed until the full experience requirement is met.
For qualifying work experience in Requirement #2, the term "professional experience" applies to positions that required possession of a degree from an accredited four-year college or university in order to obtain that position. Therefore, to be considered "professional," qualifying experience must be gained in positions requiring a four-year degree.

A valid Class C driver's license issued by the California Department of Motor Vehicles (DMV) is required at the time of appointment. Candidates will not be eligible for hire if their DMV record within the past 36 months reflects three or more moving violations and/or at-fault accidents, or a conviction of a major moving violation such as DUI.
Candidates completing the examination process may be contacted by the Personnel Department to provide required proof of qualifying degree. Applicants who wish to expedite this process may attach a copy of their qualifying degree to their on-line application at the time of filing in the Attachments section.
SELECTIVE CERTIFICATION
In accordance with Charter Section 1010 (b) and Civil Service Rule 5.31, selective certification will be used for some positions that require special skills and/or training in one or more of the following areas. Only persons possessing the following at the time of filing may be considered for appointment to fill such positions.
Some positions will require the ability to speak in a language other than English.

You must have received a regular appointment to a City position or be on a reserve list to apply for this examination as a promotional candidate; 2) Applicants currently employed by the City of Los Angeles on a part-time or exempt basis who meet the minimum requirements; 3) Remaining applicants who meet the minimum requirements in sufficient numbers to meet hiring needs based on random sampling of those qualified candidates. The examination will consist entirely of an evaluation of the candidate's professional and personal qualifications by interview. In the interview, the following competencies may be evaluated: Judgment and Decision Making; Supervision; Oral Communication; Written Communication; Project Management; Program Responsibility; Community Relations; Media Relations; Job Knowledge, including knowledge of: the principles, practices, techniques, and methods of gathering, preparing, and disseminating information, such as brochures, flyers, maps, and press releases; community and public engagement activities, such as community events and meetings; the significance of community and public engagement activities such as meaningful community input on departmental policies and programs; public administration principles such as ethics and transparency; and other necessary knowledge, skills, and abilities.
