PAY AND BENEFITS

Annual Pay Range: $77,347.18 - $104,419.12

Hourly Pay Range: $37.186144 - $50.201498

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position. These positions are classified as Human Services Supervisors.

JOB DETAILS AND QUALIFICATIONS

The Housing Authority of Clackamas County (HACC) seeks two experienced, highly motivated, and public service-oriented professionals to join our team in the following positions to supervise and lead two of our teams:

  • Regional Long-term Rent Assistance (RLRA) & Homeless Programs Supervisor

  • Eligibility, Leasing, and Inspection Team Supervisor

The HACC is an independent public corporation that provides Public Housing, Affordable Housing, Housing Choice vouchers, and resident services to low-income residents of Clackamas County. Our mission is to provide and develop affordable housing with supportive services for individuals and families on their path to improved health, wellness, prosperity, and inclusion. We prioritize equitable service delivery, financial sustainability, and thriving partnerships to sustain these services to ensure our long-term viability.

The RLRA provides ongoing rent assistance and wraparound services to households struggling with housing instability while supporting landlords who make their housing units available. The program is rooted in a commitment to leading with racial equity by meeting the unique needs of Black, Indigenous, and People of Color (BIPOC), who are disproportionately impacted by housing instability and homelessness. This commitment includes implementing strategies to mitigate barriers to program access, using equity criteria to inform program design, and collecting and evaluating disaggregated data to ensure the program achieves racially equitable outcomes.

The Eligibility, Leasing, & Inspections team performs initial eligibility determinations for all voucher programs. This is accomplished by collecting and reviewing third-party verification documentation, calculating rent and utility allowances, obtaining signatures, and maintaining files according to department standards. The program is also responsible for conducting orientation for new program participants, administering vouchers, assisting clients with porting their vouchers from other jurisdictions, and determining eligibility. Additionally, the program reviews and approves requests for tenancy approvals and develops and executes housing assistance payment contracts. Finally, the team schedules and administers annual and interim eligibility redeterminations and supports with Housing Quality Standards (HQS) inspections.

The HACC Program Supervisors coordinate, supervise, and support staff and resources and administer rent assistance, self-sufficiency, and other subsidized housing and services programs. These positions will ensure complex regulated programs are administered according to the laws, rules, and regulations governing them and that staff are provided with clear, consistent policies, procedures, work plans, and schedules. Incumbents must have strong attention to detail, the ability to see the big picture and take a mission-driven approach to their daily work, prioritize staff engagement and morale, and provide direct and honest communication. Additionally, qualified candidates will have experience furthering racial and social justice priorities, public speaking, and preparing and presenting statistical reports.

The selected candidates will lead and manage high-functioning teams, emphasizing collaboration and building trusting relationships. Incumbents must be able to apply a trauma-informed lens, collaborative problem-solving, and consensus-building skills when leading, engaging, and collaborating with diverse groups, including communities of color, people living outside and/or receiving services, rural communities, subject-matter experts, coworkers, community partners, advocates, and service providers.

Required Minimum Qualifications/ Transferrable Skills:*

  • A minimum of six (6) years of experience working with a human services program/project, effectively working with complex eligibility requirements, documentation and related compliance requirements

  • At least one (1) year of progressive relevant management, supervisory, project management or lead work experience

  • Demonstrated experience advancing racial equity in a workplace or community setting

  • Must pass a post-offer, pre-employment drug test. Learn more about the County's drug testing policy.

  • Must pass a criminal history check which may include national or state fingerprint records check

  • Driving is required for County business on a regular basis or to accomplish work. Incumbents must possess a valid driver's license, and possess and maintain an acceptable driving record throughout the course of employment. Preferred Special Qualifications/ Transferrable Skills:*

The following preferred qualifications are NOT required to qualify. However, we may use them to help us identify the most qualified candidates.

  • Lived experience in housing instability, homelessness, or other institutional marginalization and/or working with people experiencing homelessness

  • Experience working with vulnerable populations including seniors, persons with disabilities and low income households

  • Effective communication skills both written and oral with employees and the public

  • Experience, working with a HUD rental assistance program and/or Public Housing program

  • Completion of one or more of the following trainings: Fair Housing Training, Occupancy Specialist Certification/Training, Eligibility

Specialist Training, Yardi software training

  • Experience in budget tracking and forecasting

  • Experience in grant writing

  • Knowledge of public funding sources

  • Ability to build and maintain positive relationships with Housing Authority leadership, staff, and community stakeholders and engage others in ways that foster respect and trust

TYPICAL TASKS

Duties may include but are not limited to the following:

Supervises staff conducting work associated with occupancy, intakes, and inspections, including monitoring and assigning workload, making policy interpretations, facilitating team meetings, maintaining staff morale, and focusing on the agency's mission.

Monitors and evaluates effectiveness in meeting established objectives of the various housing programs; develops and implements procedural improvements and recommends policy changes to higher-level management.

Maintains high quality control standards to maintain HUD High Performer status and ensure ongoing compliance with all regulations.

Provides direction to staff on complex technical or procedural issues; makes or reviews decisions on difficult case problems; maintains or reviews client case files.

Serves as the primary liaison with other community and government agencies and private industry that provides services to HACC program participants.

Reviews budget/grant funds and authorizes/reviews limited program expenditures; gathers and compiles data and prepares reports.

Conducts public relations and outreach activities; develops resources within the community and private organizations; provides program information to the public, community groups, and agencies; prepares or reviews flyers, brochures, newsletter articles, classified advertisements, press releases, and correspondence.

Works in alignment with the HACC Management team to promote and build Diversity, Equity, and Inclusion efforts into our workforce and how we serve our clients.

Works in alignment with the HACC Management team to lead and encourage the development and implementation of trauma-informed policies and procedures.

WORK SCHEDULE

This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.

The Housing and Community Development Division (HCD), within the Department of Human Services, manages programs to provide decent housing and economic opportunities, community improvement and affordable housing projects and housing rehabilitation loan programs for low and moderate income residents of the County. HCD is comprised of the Housing Authority of Clackamas County (HACC) and Community Development Division.

The Housing Authority of Clackamas County is a public corporation, established under the federal Housing Act of 1937 and the provisions of Chapter 456 of the Oregon Revised Statutes. Although it is a separate public corporation, the HACC falls under the administrative structure of Clackamas County government. Created in 1938, HACC was the first housing authority established in the State of Oregon. The HACC provides affordable, safe, decent and sanitary housing opportunities in a fiscally responsible manner to low-income people in Clackamas County.
