HABD Affordable Housing Preservation Summer Associates

For over eight decades, the Housing Authority Birmingham District (HABD) has been a committed leader in providing affordable housing for qualified families in the City of Birmingham. The Section 8 program provides affordable housing choices for low-income households to afford decent, safe, and sanitary housing by allowing families to choose privately owned rental housing.

Housing can include single-family homes, townhouses and apartments and is not limited to units located in subsidized housing projects. The Associates will develop and implement a program model that will in turn increase housing opportunities for low-income individuals and families experiencing a housing crisis throughout Birmingham, AL. This will include outreach and research, providing community support, and create sustainability by working with the Section 8 Director and staff members on a plan for implementation. Member Duties : Members will increase affordable housing choices for low-income households by allowing families to choose privately owned rental housing through activities such as: tenant organizing/ data tracking, legal housing advocacy, individual and organizational capacity building, and protect clients form unhealthy living arrangements

Over the years, a number of barriers have made it difficult to maintain the traditional sites. Older buildings need more frequent repairs and often need major improvements to ensure the safeness and comfort of public housing residents. The goal for these associates to improve and revitalize the economic and social conditions of target communities through strategies with an intent to Improve living conditions, enhance home safety, allow for low-cost physical improvements, develop long term efforts to renovate and maintain housing, provide educational, social, recreational and economic opportunities, and foster self-worth and individual responsibility among community members. Member Duties : Members will connect residents to local programs that will assist in the assessment and development of healthy homes, coordinate housekeeping trainings for clients to promote in home sanitation and safety, community restoration projects such as: small painting projects, boarding abandoned/ condemned units, gutting and cleaning units, coordinate community wide clean up days with community youth, leaders, partners, and members. Revitalization members will also do beautification projects such as: planting flowers, starting a community garden, painting murals, and renovating neighborhood parks assist clients with keeping yard clutter to a minimum, promote youth revitalization projects, recruit volunteers for revitalization/ beautification projects, and start community garden/ Community agriculture groups. Job Description: At Regions, the RAH (Regions Affordable Housing) Affordable Housing Underwriter serves as part of the first line of defense, evaluating and underwriting tax credit investments to ensure each supports Regions' objectives and meets or exceeds investment guidelines. Through timely and thorough underwriting, this role supports Regions strategy to maintain and expand investor relationships. This position identifies and mitigates risk in existing and proposed transactions. This position will also work directly with teammates in Credit Risk, Client Coverage, Capital Markets, and other areas of the bank to lead the analysis of credit opportunities, underwriting of credit exposure, and management of a portfolio of loans and other credit relationships while providing effective challenge to these various constituents. This individual will evaluate and underwrite low-income housing tax credit (LIHTC) investments and construction/bridge loans to ensure each supports RAH's objectives and meets or exceeds investment guidelines. Primary Responsibilities * Creates and maintains financial models for affordable housing investments, which include schedules such as sources and uses, operating expense analysis, and sensitivity analysis * Manages the due diligence checklist, gathers all required documents, reviews the documents, and notes any issues as appropriate; reviews tax credit and project due diligence including tax credit documents, real estate documents, market studies, appraisals, environmental reports, project approvals, and construction documents * Understands the background and experience of each development team member including sponsor/developer, general contractor, architect, property manager, project accountant, and support service agency (if applicable) as well as reviews references and conducts background checks * Reviews lower-tier partnership agreements, construction, and permanent loan documents while understanding the importance of each document and its relationship to the transaction * Prepares comprehensive executive summaries of the proposed investments for review by team management, internal committee, and investor approval including a detailed project description, a list of merits, as well as risks and risk mitigants * Coordinates initial closing, internal department, and third-party review process * Responds to developer/investor inquiries, underwriting, and due diligence questions * Conducts site visits when necessary * Prepares Letters of Intent when necessary * Assists with special projects, equity payments, or other priorities as requested * Serves as the primary contact with Credit Risk * Conducts ongoing portfolio monitoring and servicing * Develops a strong working knowledge of and ensures compliance with internal bank commercial loan policy, credit risk management policy, and external regulatory requirements and documents any exceptions to policy and provides related rationale/mitigants * Conducts analyses of guarantors as needed to support credit underwriting * Prepares credit approval packages for new and renewed debt products including determination of the appropriate risk rating as well as risk factors that could change the risk rating, analysis of financial performance, performance vs. projections, covenant compliance, relationship profitability (RAROC), and any other significant risk driver * Offers advice and guidance to junior underwriters, assisting in the development of necessary skills and the promotion of continuous improvement initiatives This position is exempt from timekeeping requirements under the Fair Labor Standards Act and is not eligible for overtime pay. This position is incentive eligible. Requirements * Bachelor's degree in related field * Six (6) years of underwriting and/or portfolio management experience * Completion of a major corporate credit training program or equivalent corporate banking/finance experience * Proven ability to competently complete credit packages and credit servicing agreements under limited supervision Preferences * Knowledge of Affordable Housing or Low-Income Housing Tax Credit (LIHTC) Skills and Competencies * Ability to research, analyze data, and derive facts * Ability to work in a team environment when applicable * Ability to work under pressure and meet deadlines * Demonstrated leadership capabilities * Proficiency in Microsoft Office (Excel, Word, PowerPoint, Outlook, etc.) * Strong negotiation skills * Strong verbal, written communication, and organizational skills * Strong work ethic and self-motivation This position may be filled at a senior level based on skills, qualifications & number of years of experience of the most successful candidate. Under the HABD Support Services Department are two in house programs referred to as the Family Self Sufficiency Program (FSS) and Resident Opportunity and Self Sufficiency (ROSS). FSS is a voluntary program that coordinates housing assistance with public and private resources to enable assisted families to achieve economic self -sufficiency. Through the FSS program, one can develop job skills, education and training needs to achieve monetary independence, obtain goals and accomplishments. ROSS is a program designed to assist residents of Public and Indian Housing make progress towards economic and housing self-sufficiency. This program works to promote the development of local strategies to coordinate the use of assistance under the Public Housing program with public and private resources, for supportive services and resident empowerment activities. Associates will work with program coordinators to assess the needs of participants to increase earned income, reduce or eliminate the need for welfare assistance, assess client strengths, identify barriers, set goals, and work to help clients achieve their goals and make progress toward achieving economic independence.
