Gulf Coast Area Pipeline and Terminal Manager

The Gulf Coast Area Manager is responsible for managing the safe and efficient operations of PBF's network of pipelines and terminals in Louisiana and Mississippi. The Area Manager oversees the maintenance, inspection, compliance, and optimization of the pipeline and terminal assets, as well as the coordination of field personnel, contractors, and stakeholders. The Area Manager also serves as a company representative on regulatory and environmental issues.

PRINCIPLE RESPONSIBILITIES:

  • Manage the daily operations of all pipelines and terminals in the Louisiana/Mississippi region, ensuring compliance with company policies, procedures, and standards, as well as federal, state, and local regulations.

  • Supervise, train, and evaluate the performance of field personnel, contractors, and vendors, ensuring adherence to safety, quality, and environmental best practices.

  • Ensure pipeline and terminal compliance with all relevant regulatory requirements.

  • Monitor and ensure the optimization of pipeline and terminal performance, including flow rates, pressures, temperatures, product quality, and inventory levels, using SCADA and other systems.

  • Plan and execute the maintenance, inspection, testing, and repair of pipeline and terminal equipment and facilities, ensuring reliability and integrity of the assets.

  • Manage refined product and crude oil quality, testing and oversight, as well as investigate and resolve quality concerns with shipper and other pipeline carriers.

  • Coordinate and communicate with internal and external stakeholders, such as customers, suppliers, regulators, landowners, and emergency responders, on operational issues and activities.

  • Identify and implement opportunities for operational improvement, cost reduction, and revenue enhancement, such as new projects, expansions, upgrades, or acquisitions.

  • Prepare and manage the operational budget and forecasts, as well as the capital expenditure plan, for the Louisiana and Mississippi Area.

  • Prepare and submit operational reports, records, and documentation, as required by the company and regulators.

  • Respond to and manage operational emergencies, incidents, and spills, ensuring the safety of personnel, the environment, and the assets.

JOB QUALIFICATIONS:

  • Bachelor's degree in engineering, management, or related field, or equivalent work experience.

  • Minimum of 10 years of experience in oil pipeline and terminal operations, preferably in a supervisory or managerial role.

  • Knowledge of oil pipeline and terminal design, construction, operation, maintenance, and regulation.

  • Working knowledge of common carrier pipeline rules and practices.

  • Proficient in SCADA and other computer systems and software related to pipeline and terminal operations.

  • Strong leadership, communication, and interpersonal skills, with the ability to motivate and manage a diverse team of personnel, contractors, and vendors.

  • Ability to work independently and collaboratively, with a high degree of initiative, problem-solving, and decision-making.

  • Ability to plan, organize, and prioritize multiple tasks and projects, with attention to detail and accuracy.

  • Ability to work under pressure and handle emergency situations, with a strong sense of safety and environmental awareness.

  • Willingness and ability to travel within the Louisiana/Mississippi region, as well as other locations, as needed.

  • Valid driver's license and clean driving record.
