The City of Harrisburg is accepting resumes for the position of Group Violence Intervention (GVI) Support & Outreach Coordinator in the Department of Public Safety, Bureau of Police. This is a part-time, position with the City of Harrisburg that pays an hourly rate of $25.00 per hour. This position engages individuals with histories of gun violence in furtherance of the City of Harrisburg's Group Violence Intervention (GVI) strategy. The Support & Outreach Coordinator will work as a team with the GVI project manager, credible messengers, and local partners including: social service agencies, faith-based and community organizations, law enforcement, city officials, community members and the National Network for Safe Communities toward achieving the established goals and objectives. The Support & Outreach Coordinator is primarily responsible for establishing, nurturing and maintaining partnerships with agencies that can assist with redirecting and supporting positive behaviors, and prevent gang involvement. The Support & Outreach Coordinator will report directly to the Commander of the Community Services Division.

DEFINITION

This is a part-time position with the City of Harrisburg. This position engages individuals with histories of gun violence in furtherance of the City of Harrisburg's Group Violence Intervention (GVI) strategy. The Support & Outreach Coordinator will work as a team with the GVI project manager, credible messengers, and local partners including: social service agencies, faith-based and community organizations, law enforcement, city officials, community members and the National Network for Safe Communities toward achieving the established goals and objectives. The Support & Outreach Coordinator is primarily responsible for establishing, nurturing and maintaining partnerships with agencies that can assist with redirecting and supporting positive behaviors, and prevent gang involvement. The Support & Outreach Coordinator will report directly to the Commander of the Community Services Division.

LOCATION/EQUIPMENT

Work is primarily performed at the McCormick Public Services Center, although general duties also encompass occasional field work at various locations around the City. Attendance at meetings outside of the office are required. Work involves the use of various machines/tools, including computers, telephones, calculators, copiers, scanning devices and commonly used and specialized software. Hours will generally be scheduled between 8:00 a.m. to 4:00 p.m., but will vary based on the needs of the individuals with whom we engage and may often require evening and weekend hours.

ESSENTIAL FUNCTIONS

Work involves but is not limited to the following:

Ensure appropriate resources are available for group-member involved participants

  • Coordinate and collaborate with social services agencies, local nonprofits, community agencies, and GVI partners to address multiple issues affecting participants such as health, housing, mental health, learning disabilities, or substance abuse.

  • Compile a base of organizations that aid in goal setting, decision making, job training, communication skills, and leadership skills to ensure appropriate resources are available.

  • Serve as the central point of contact for service coordination and facilitate the participation of group-member-involved participants and their families in available programs in the community designed to decrease violence and involvement in, or association with, gangs.

  • Provide trauma-informed support & outreach to individuals directly impacted by gun violence or at high risk for violent victimization, often on an on-call, flexible basis.

  • Assist in obtaining funding for items that are not eligible for grant funding but meet the needs of individuals, such as relocation costs, bus fare to work, etc.

  • Participate in group-call ins and custom notifications.

NON-ESSENTIAL FUNCTIONS

Performs other related duties as assigned or required.

REQUIRED KNOWLEDGE AND ABILITIES

  • Knowledge and experience with social services or community-based organizations that provide services to populations involved in violence.

  • Experience in outreach, service coordination, and/or treatment planning.

  • Ability to learn new concepts and work

  • Culturally competent in community outreach and service delivery.

  • Knowledge of trauma informed

  • Trusted and seen positively in the

  • Maintain a high level of confidentiality.

  • Excellent communication

  • Computer skills including proficiency with Microsoft Office Suite.

  • Valid Pennsylvania driver's license and access to reliable transportation.

  • Ability to travel occasionally for

  • Flexibility with scheduling and the ability to be on call.

QUALIFICATIONS

A bachelor's degree from an accredited college or university or advanced coursework in a related field (e.g. psychology, social work). Any other equivalent combination of experience and training which provide the required knowledge, skills and abilities will also be considered. A valid Pennsylvania Driver's License, Class C is required. Must successfully pass a police level background investigation prior to employment.
