A Day in the Life:

As our Groundskeeper, you will be expected to perform the landscaping duties and tend to the up keeping of the grounds and amenities of the apartment community. While setting high standards for performance and beautification, your role will maintain the look and impression the property delivers from the exterior. Utilizing current landscaping skills and applying techniques to portray a luxurious and inviting community are the keys to your success.

What You'll Do:

  • Keep property and landscaping clean by inspecting property each morning and picking up any trash or debris littering the grounds

  • Clean pool area--hose down area, pick up trash, straighten chairs, etc.

  • Creating a well-kept look and safe environment

  • Trimming and pruning trees and shrubs for safety

  • Thorough knowledge of equipment functions

  • Ensure all equipment is in working condition

  • Understand layout of the property and awareness of landscaping items

  • Communicate with the Service Supervisor about unsafe or hazardous environments on the property

  • Exceptional safety skills

Ventura has a diverse economic base from tourism to high-tech enterprises in beautifully planned communities, making the region one of the safest in Southern California. The General Services Agency, Grounds Division is part of the Facilities and Materials Department. Under general direction, the Grounds Services Supervisor plans, organizes, and supervises the grounds and landscape maintenance and administers grounds-related contract services at the Ventura County Government Center and multiple "off-campus" County facilities. The ideal candidate will have supervised in a public sector and/or unionized work environment and will be a Certified Arborist, possess a Qualified Applicator License from the California Department of Pesticide Regulation, a Professional Certificate in Water Management and Landscape Sustainability and a Bachelor's degree in Business Administration, Environmental Science, Environmental Studies, Landscape Architecture or other closely related field. PAYROLL TITLE Staff/Services Specialist I EDUCATIONAL INCENTIVE Some positions may be eligible for an educational incentive of be 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. BILINGUAL INCENTIVE Incumbent may also be eligible for bilingual incentive pay depending upon operational needs and certification skills. Staff/Services Specialist I is represented by the Service Employees' International Union (SEIU) and is eligible for overtime compensation. Examples Of Duties Duties may include but are not limited to the following: * Provides liaison with customer agencies/departments; prepares service quotes and customer billing for additional services; reviews and approves invoices prior to being issued to customers; answers inquiries from other staff, members of the public, vendors and contractors regarding the services provided; * Responsible for all aspects of design and maintenance of irrigation systems; monitors and adjusts smart irrigation controls with weather stations and CIMIS data integration; monitors water usage and makes needed adjustments; optimizes water conservation leading to costs containment; * Plans, organizes, allocates assignments and supervises Grounds Maintenance operations including a crew of five (5) GSA Maintenance Workers who perform landscape maintenance and related tasks at the Government Center and selected off campus sites; * Administers contract services provided at numerous locations throughout the County; coordinates and oversees work to assure appropriate maintenance, including but not limited to landscape maintenance, tree maintenance, pest management, irrigation systems maintenance, pressure washing, street sweeping, solid waste and recycling programs; * Manages pests on County sites with mechanical, biological and green chemical treatment methods to minimize the amount of harmful substances applied to County sites and reduce risks to health and environmental impact; * Proscribes, implements and supervises best management practices in compliance with multiple governmental agencies' regulations pertaining to grounds maintenance, including but not limited to those related to the environment, water conservation, pesticide application, tree maintenance, and building certification requirements; * Maintains inventory of approximately 3,000 trees countywide, including species, size (height and dbh), location (address and GPS location), pruning records and arborist assessment of health condition; reviews arborist reports and assessments implementing maintenance recommendations and prioritizes tree care based on specific established criteria; * Performs site inspections to assess and assure quality with respect to GSA Grounds Maintenance vendor and/or staff performance; investigates and resolves problems related to the GSA Grounds Maintenance services and/or contractor/vendor performance; communicates findings and requirements for improvement or modifications and pursues appropriate contractual remedies or staff assignments changes; * Inventories and maintain large and small landscape tools and equipment; oversees preventative maintenance of heavy equipment; * Participates in the selection and evaluation of staff; provides training and employee development; performs employee performance appraisal; documents and recommends disciplinary actions; approves time off requests and time records in on-line systems; * Assists in the preparation and administration of the related budget(s); * Performs other related duties as required. Typical Qualifications These are entrance requirements to the examination process and assure neither continuance in the process nor placement on the eligible list. EDUCATION, TRAINING AND EXPERIENCE Considerable progressively responsible experience in operations management which includes landscape, irrigation systems, and grounds maintenance, supervision of employees, budgetary control, contract administration, and preparation of requests and correspondence. NECESSARY SPECIAL REQUIREMENTS Considerable experience: * Administrating contracts related to grounds, landscaping and/or irrigation * Providing excellent service to a diverse customer base * Interpreting and implementing laws, ordinances, rules and regulations pertaining to the environment, such as water conservation and pesticide application Possession of a Qualified Applicator License from the California Department of Pesticide Regulation Possession of or the ability to obtain and maintain a valid California driver license DESIRED Experience supervising in a public sector and or unionized work environment Also desired: * Bachelor's degree in Business Administration, Environmental Science, Environmental Studies, Landscape Architecture, Horticultural or a closely related field * Professional Certificate in Water Management and Landscape Sustainability * Certified Arborist NOTE: Include certificate numbers and expiration dates in the Certification section of your application. Working knowledge of: * Contract administration including interpreting and enforcing contract provision, preparing quotes and estimates and preparation of summary reports; * Principles and practices of effective supervision in a public sector, unionized environment; * Use of automated systems; * Planning, organizing and directing work of maintenance workers and contractors, involved in design, installation and maintenance of County grounds and related infrastructure; * Project and time management techniques and tools; * Budget preparation and monitoring related to controlling expenses as an identified cost center including tracking of expenses and approval of invoices for payment; * Research methods and interpretation of codes, regulations and policies; * Methods and techniques related to customer service. Skilled in irrigation design, maintenance and repair including water delivery and backflow prevention components, and irrigation controls. Working ability to: * Follow oral and written instructions; * Establish and maintain effective working relationships with subordinates, staff, management, customers and vendors; * Plan, coordinate and supervise staff and contractors; * Use heavy equipment and motorized hand tools used in the maintenance of grounds; * Manage projects to meet established goals and objectives within pre-determined timeframes; * Exercise independent judgment; * Communicate effectively in writing and verbally; * Develop and implement necessary work processes and related procedures; * Manage projects and related contracts; * Draw logical conclusions and make appropriate recommendations or adjustments as needed; * Organize and prioritize work assignments; * Read and interpret technical materials related to landscape and irrigation systems design, smart irrigation controls with weather stations and CIMIS data integration, heavy equipment maintenance, application of pesticides and fertilizers, and other materials related to grounds maintenance; * Maintain records and reports completing required forms accurately and completely.
