Want to leverage your expertise in landscape design and management to oversee the maintenance of a vast and ecologically diverse collection of stormwater management facilities?

This position manages the public green stormwater infrastructure (GSI) maintenance program. Resides in the Stormwater Facilities Branch, Public Maintenance Section and oversees the post-construction life of more than 500 green stormwater control measures/best management practices, serve as the division's subject matter expert and liaison to other agencies.

Fairfax County's award-winning Stormwater team works to reduce flood risk and protect local watersheds and the Chesapeake Bay with comprehensive watershed and infrastructure management to protect people, the environment, and property.

The Stormwater Facilities Branch provides post-construction life cycle maintenance for all publicly maintained stormwater control measures/best management practices and oversees preventative and corrective maintenance, contributes to capital reinvestment projects and stakeholder outreach.

Duties and responsibilities:

  • GSI Maintenance Program Management. Monitors and maintains the physical and biological condition of county maintained GSI for ecological health, function, and compliance with the County s MS4 permit. Supervise external support staff and eventually manage an internal direct report.

  • Project Coordination, Construction Planning and Oversight. Collaborate with county departments and agencies to plan, review, and implement GSI projects. Develop construction estimates, bid requests, and design plans, ensuring compliance with standards.

  • Outreach. Lead public outreach initiatives, including creating brochures, reports, and presentations. Respond to public inquiries, participate in educational programs, and maintain communication databases. Coordinate outreach efforts related to stormwater management with other agencies.

  • Procurement, Financial, and Contracting. Ensure compliance with purchasing and financial procedures. Prepare specifications for contracted services, evaluate bids, recommend contract awards, and manage contractor performance.

Required Knowledge Skills and Abilities

  • Knowledge of the theory and practice of landscape architecture;

  • Knowledge of park planning;

  • Knowledge of construction practices;

  • Knowledge of architecture, engineering and landscape architecture drawing and illustration practices;

  • Ability to collect data, evaluate it and, from it, prepare special plans and/or reports;

  • Ability to maintain effective relationships with the public, County employees and Park Authority employees;

  • Ability to speak and write effectively;

  • Ability to plan and coordinate the work of professional and technical employees in landscape architecture and/or park planning;

  • Ability to supervise the work of others.

Employment Standards

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university in landscape architecture (four or five year course) or a related field; plus three years of progressively responsible experience in landscape architecture and/or park planning.

CERTIFICATES AND LICENSES REQUIRED:

  • A valid motor vehicle driver's license.
  • DEQ - Stormwater Management Inspector certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.
  • DEQ - Erosion & Sediment Control Inspector certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

The appointee to this position will be required to be available twenty-four hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as needed basis.

PREFERRED QUALIFICATIONS:

  • Three or more years of professional experience as a Landscape Architect, or similar field, working in stormwater management.

  • Three or more years experience developing, implementing and monitoring landscape plans.

  • Two or more years experience managing the lifecycle of landscaped assets.

  • Two or more years experience communicating program goals to internal and external stakeholders.

  • One or more years of experience overseeing maintenance and/or construction contracts and contractors.

PHYSICAL REQUIREMENTS:

Ability to conduct field surveys that require walking long distances and carrying equipment up to 50 lbs. through rough terrain including stream valleys and wetlands. Ability to operate computers including GIS and CAD systems as well as peripheral equipment such as printers, plotters, scanners, digitizers, etc. Physically and mentally able to use all applicable personal protective equipment in an outdoor environment; including hardhat, eye protection, hearing protection, safety footwear, long pants, and sleeved shirt. All duties performed with or without reasonable accommodations.
