Summary

Under general supervision, is responsible for supporting Commissioners Court and all County offices and departments by providing and assisting with general graphic design, electronic communications, and to assist with web page updates. In coordination with the Public Information Office, position will ensure materials target specific constituencies and communities as directed.

Duties and Responsibilities

  • Collaborates with County Offices to articulate and execute general graphic design across multiple mediums; broadcast, print, outdoor, mobile, responsive websites, rich media banners, videos, email and collateral print

  • Develops graphics for product illustrations, logos, and websites; helps select colors, images, text style, and layout; edits images for websites; creates graphics for social media posts/ads; reviews designs for errors before printing or publishing; works offices and departments to approve final design; amends designs after feedback and offers design solutions

  • Gathers assets (original and stock), including photography, vector, and video for internal customers as requested; assists with organizing and archiving all visual and graphic assets, project assets and maintain template database

  • Plans, schedules and prioritizes the flow of requests to ensure targets and timelines are met; offices and departments are receiving progress updates while managing multiple project and tasks

  • Creates County templates and guidelines to provide to Office and Departments for flyers, posters, banners, internal Social Media appearance, email communications, stationeries and internal web guidance

  • Recreates design files across multiple sizes and formats, and delivering all of the final assets for trafficking and creates documentation to help define and improve these processes

  • Executes campaigns as requested and works with cross-functional teams to ensure web, emails, and social media is in line with Bexar County Information Technology best practices

  • Ensures templates and guidelines include original and stock digital and graphic assets; provides best scale and proportion that translates across different sized units, scales production work with a high degree of file exporting and optimization and that employs typography, imagery and graphic elements

  • Prepares drafts, obtains feedback and discusses project with customers through process to final approval and sign off; acts as a resource, addressing and resolving design/software inquiries and problems, and training as required

  • Performs other duties as assigned

Minimum Qualifications

  • Associate's Degree in Graphic Design, Digital Art or Design, Photography, Marketing or closely related field; and, three (3) years of demonstrated experience in graphic design in multiple mediums; or an equivalent combination of education and experience

  • Must have demonstrated experience using Adobe Illustrator, Adobe Photoshop, Adobe Acrobat, InDesign, and Dreamweaver

  • Must have a portfolio that illustrates fluency in graphic design (to be presented if interviewed)

  • Proficient web design skills; proficient skills in the areas of design, scanning, use of clip art and stock photography, typography and printing for a variety of mediums including web and printed documents; strong project management skills, multitasking, and prioritizing skills; skill in organizing and reporting data; skill in communicating effectively with diverse groups of individuals utilizing tact and diplomacy; strong sense of urgency and accountability to achieve results

  • Strong ability to make high level judgment decisions; ability to design for web and mobile device; ability to be organized, detail-oriented, self-motivated and able to work on multiple projects simultaneously with minimal supervision; ability to foster collaboration on a team, and meet multiple deadlines with conflicting priorities; ability to translate customer requirements into highly engaging and compelling design concepts; ability to effectively conceptualize, design and create high-quality visuals in a variety of formats; ability to collaborate and communicate clearly with IT staff and customers; ability to establish and maintain effective working relationships with co-workers, Elected/Appointed Officials, Department/Division Heads, County employees, other government agencies, outside organizations and the general public

  • Must have valid Texas driver's license, motor vehicle liability insurance and personal injury insurance; or have a self-reliant source of transportation to conduct business on a daily basis

  • Must secure and maintain a favorable background investigation and clearance

  • Must clear a pre-employment physical and a pre-employment drug screen test

  • May be required to work more than 40 hours during the workweek

  • May be required to work weekends

Work Environment and Physical Demands:

  • Constantly working in indoor conditions

  • Frequently moves items weighing up to 10-15 pounds

  • Occasionally moves objects weighing up to 15-35 pounds

  • Occasionally moves about the office

  • Frequently communicates with others; must be able to exchange accurate information

  • Constantly operates a computer and other office productivity machinery

  • Positions self to perform essential functions

  • Must be able to remain in a stationary position
