Position Summary

Under the general supervision of the Director of the Bureau of Justice Programs (BJP), this position manages a highly skilled staff that is involved in the development and implementation of statewide policies, plans, and programs designed to improve the juvenile and criminal justice systems. The position is responsible for managing federal and state grants; developing policies and procedures; recommending and implementing guidelines and process improvement initiatives; acting as a principal grants management advisor to the agency's executive and management teams; and representing the state in interactions with local and federal governments, non-profit agencies, tribes, and other state agencies. At the present time, the BJP grants are focused on several topics related to criminal justice system improvement, including substance abuse, drug enforcement, violent crime reduction, data sharing initiatives, and juvenile justice system improvement. The grant programs are dynamic, as federal and state priorities evolve, and grant requirements and conditions continue to increase in complexity.

In addition, this position is responsible for identifying future issues and preparing the agency to adapt its grants administration accordingly. This position provides broad grant guidance across a wide range of programs and assists professional staff in interpreting and applying federal and state legislation and administrative rules to administer grants. The position sets standards for effective and efficient grants administration. This position oversees staff who manage the grant process from start to finish including creating budgets for federal grant applications, managing federal grant files, reviewing sub-grant applications, creating sub-grant awards, managing sub-grant files, reviewing fiscal reports, and making grant payments, and completing quarterly and final federal fiscal reports. The current portfolio of state and federal grants is approximately $75 million. This position works with a wide range of elected and appointed officials including federal, state, and local officials, legislators, mayors and county board chairs and executives, public safety officials including judges, prosecutors, correctional officials, law enforcement officials, and others to administer grants with the goal of implementing effective criminal justice programs. The position is accountable for operating within broad parameters set by the Governor's Office, the Legislature, the Office of the Attorney General, federal programs, and DLES management and advises on meeting agency priorities and administrative requirements.

Salary Information

The Grants Supervisor position is in pay schedule and range 81-03. The starting pay will be between $38.00 - $43.46 an hour. Pay for current or former state employees will follow the provisions found in the State of Wisconsin Compensation Plan effective at the time of hire. A 12-month probationary period may be required.

Job Details

This position may be eligible to work remotely as part of a hybrid schedule. This position will report to the headquarters in Madison on a regular schedule to meet the work demands of a supervisory position. Reporting to Madison could occasionally include days that are additional to an established hybrid schedule, as requested by the supervisor. Travel to the headquarters is not eligible for travel reimbursement.

Travel Requirements: Occasional in-state travel will be required. Must be eligible to drive when required for travel.

The Department of Justice does not sponsor work visas at the time of hire or anytime during employment. All persons hired will be required to verify identity and eligibility to work in the United States and complete the required Employment Eligibility Form I-9.

A background check, including fingerprints, will be completed on applicants prior to selection.

Qualifications

Minimally qualified applicants must have experience in all the following:

  • Experience managing the financial aspects of sub-grants including tasks such as: approving applications, creating award documents, reviewing financial reports, and making payments.

  • Experience creating, tracking, and managing the budget for federal grants.

  • Experience using a complex web-based grants management system to submit applications, modifications, and reports.

  • Experience providing training to colleagues or sub-grantees on grants management techniques or on grants systems.

  • Experience managing grant files.

  • Experience interpreting state and federal law and administrative rules for grants management.

In addition to the minimally qualified criteria, a well-qualified candidate will have experience in at least four of the below:

  • Experience supervising staff.

  • Experience using state financial systems to complete grant tasks.

  • Experience interpreting federal and state guidance for impact on grant programs and creating or updating sub-grant guidance and procedures to conform to requirements.

  • Experience maintaining grant records in accordance with the state records retention law.

  • Experience completing monitoring of sub-grants.

  • Experience participating in a federal monitoring visit or audit.
