This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined based on education and experience at the time of offer.

NATURE OF WORK

Under general supervision assist in the management of housing rehabilitation projects; assist the Grants Administrator with the preparation of grants and processing grants programs; this position has department specific responsibility.

(Illustrative Only) Informs and advises property owners about the housing program which may involve some field work; prepares and processes applications and loan documents for the housing rehabilitation program; coordinates procurement of contractors and monitors construction of housing projects; facilitate communication among property owners, contractors, and building inspectors for the housing rehabilitation projects; compiles and submits timely grant reports utilizing grant records, files, databases, and spreadsheets to meet all compliance requirements for grant reporting; process invoices, posts invoices and balance grant project accounts; collects and tracks expenditures for preparation of request for reimbursement from Grantors; organizes grant files in compliance with grant requirements; assists with preparation of grant applications; assists with public hearings and community meetings; assists with development of brochures and fliers to promote grant programs; attends public outreach events to promote grant programs; works with grant subrecipients on project implementation; assist with communicating information to County grant staff on grant related news; provides customer service to potential clients for housing rehabilitation program; assists Grants Administrator in grant project implementation; maintains high standards of confidentiality; regular and reliable attendance is required; performs other duties as assigned.

Associate degree in business administration, public administration or grants administration; AND two (2) years of experience in government funded programs or administrative budget development; OR an equivalent combination of education and experience; Must possess and maintain a driver's license; requires successful completion of a background check.

Preferred Qualifications: Bilingual (English/Spanish) preferred.

Knowledge of: Yuma County policies and procedures; residential housing rehabilitation standards; Federal, state and County grant regulations, procedures, and accountability standards; the principles of grant fund accounting, contracts and records management; grant application; office computer hardware and software applications.

Skill in: Preparing reports, correspondence and other presentations for internal and external audiences; assessing community needs and resources, and researching solutions; establishing effective working relationships with County staff and regional organizations; organizing and prioritizing multiple tasks and projects.

Ability to: Review title reports and identify ownership problems that will need to be resolved; work with people of all social and economic levels; communicate effectively verbally and in writing; work in varying extreme weather conditions; follow written and verbal instructions; use modern office equipment and computers; lift up 5 - 10 lbs;

Work Environment: The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity; generally the job requires 40% sitting, 20% field work, 20% walking and 20% standing; working at a computer monitor for extended periods required; the job is performed under varying extreme weather conditions and may have a high risk of exposure to hazardous materials.
