Under broad supervision, acts as a Grants Specialist Supervisor in
the Public Assistance Division of the Georgia Emergency Management & Homeland
Security Agency. As such provides leadership, direction and management to a team
of Grants Specialists who are administering Public Assistance grants from the
Federal Emergency Management Agency (FEMA) to eligible recipients across
the State. Maintains effective communication with grants specialist, other agency
staff, grant recipients and appropriate staff at FEMA. Recommends or initiates
personnel action and administers agency policies. Responsibilities may include
productivity planning and evaluation, staff activity, and performance evaluation of staff.
Monitors compliance with agency and federal grant policies and procedures.
Requires exercise of independent judgment and initiative to perform a variety of
management, public assistance planning and grants management functions.
Responsibilities: Maintains a strong knowledge of all program areas within the Public
Assistance Division. Develops and maintains cooperative working relationships with
internal and external contacts relating to divisional operations. Conducts research to
compile information needed to generate reports, complete projects and accurately
respond to questions and concerns. Analyzes problems, questions, issues, etc. and
develops recommendations for resolving them. Creates and maintains a high
performance environment characterized by positive leadership and a strong team
orientation. Provides training, mentoring and encouragement to assigned staff
thereby developing well experienced, proficient and knowledgeable Grants
Specialists. Reviews expenditures of grant funds to ensure that funds are spent
according to applicable policies, rules and regulations. Applies pertinent new
knowledge to performance of other responsibilities. Reviews final grant
documentation to ensure all information is included in required format. Completes
special projects as requested. Other duties as assigned. Travel required.
Minimum Qualifications: Bachelor's degree in business administration, accounting,
finance or a closely related field from an accredited college or university AND Four
years of professional level experience in accounting and/or a closely related fiscal
activity, or 6 years' experience as a Grants Specialist, with two years in a supervisory,
administrative or lead worker role.
Preferred Qualifications: Master's degree in related field of study. Preference will be
given to applicants who, in addition to meeting the minimum qualifications, possess the
following knowledge and professional work experience:
Relief and Emergency Assistance Act.
Implementation of federal regulations.
Past work experience in local, regional, state or federal government or with a
public agency.
Policies and procedures for federal and state grant administration; and
Experience in federal grant application and post-award administration.
Excellent writing and communication skills required. Requires exercise of independent
judgment and initiative to perform a variety of Public Assistance planning and grants
management functions.
