Job Summary/Basic Function

Reporting to the Associate Vice President for Grants, Sponsored Programs and Research, the Grants Specialist works closely with the Associate Vice President to design and implement a comprehensive and systematic program for pursuing, managing, and stewarding external grant funding sought by and awarded to Millersville University.

The incumbent provides facilitation, consultation, and administrative support to faculty and staff seeking externally-funded grants and contracts, including identify funding opportunities to meet the needs and objectives of grant seekers; prepare grant proposal budgets in amounts up to $5 million and involving multiple subawards; assist with the preparation of proposal narratives; serve as liaison to funding entities and subrecipients; ensure that grant proposal applications are complete and accurate, including compliance with PASSHE and sponsor policies and guidelines; and submit grant proposals on behalf of the University.

The Grants Specialist also collaborates with other OGSPR personnel to develop and facilitate professional development and grant-related training for faculty and students; helps to develop campus-wide awareness of and interest in externally funded sponsored program opportunities in collaboration with faculty, administrators, and staff; ensure successful administration of internal grant programs for faculty and students; perform information management regarding OGSPR activity; and other duties as assigned.

Required Qualifications

  • Bachelor's Degree.

  • Three years of experience in grant writing, grant administration, public administration, business administration, financial administration, accounting, or related field.

  • Demonstrated understanding of federal funding agencies, grants, and policy guidelines.

  • Budget development and management experience.

  • Excellent written and spoken communication skills.

  • Excellent organization and time management skills.

  • Ability to successfully meet multiple, competing deadlines.

  • Demonstrated proficiency in Microsoft Office including Outlook, Word, and Excel.

  • Demonstrated operational knowledge of and comfort working in complex digital and online systems.

  • Evidence of a commitment to diversity, equity, and inclusion.

  • Successful interview.

  • Successful completion of three background checks.

Preferred Qualifications

  • Experience with grant proposal writing and submission.

  • Experience with grant administration.

  • Research Administrator certification from the Research Administration Certification Council.

  • Experience using on-line submission tools, including Workspace, eRA Commons, and Research.gov.

Job Description

Duties and Responsibilities:

  • Search for grant funding opportunities that can support the needs and objectives of individual faculty and staff, University departments and programs, and the University at-large.

  • Assist grant-seekers with creating personal custom searches and auto-notifications in the University's GrantFoward search engine and Grants.gov.

  • Maintain a comprehensive knowledge of all federal and state regulations governing research and sponsored projects including but not limited to OMB Uniform Guidance, Code of Federal Regulations, Federal sponsor terms, such as those from the National Science Foundation, National Institutes of Health, and U.S. Department of Education;

  • Master the use of multiple federal agency, state agency, and private foundation online electronic research administration systems required for proposal submission and award management.

  • Facilitate the preparation of application packages for external grants from one-page letters of intent submitted via email to complex applications for federal funding submitted via sponsor online platforms involving multiple organizations, budgets of over $5 million, and multiple subawards, resulting in completed packages of over 100 pages of administrative information, budgets, project narratives, and supporting documentation.

  • Interpret and communicate sponsor guidelines, policies, and regulations to faculty, administrators, and staff.

  • Ensure that applications for externally-funded grants are technically complete and accurate, including that any required University approvals are secured, prior to submission.

  • Review grant award documents for consistency with the proposed project and budget.

  • Create, implement, and maintain an award management plan for reach new grant received.

  • Coordinate with other University business offices, sponsor award management personnel, and sponsored program administration personnel at collaborating organizations to conduct kick-off meetings with the Principal Investigators/Project Directors and their teams for each new award received to plan and implement award management.

  • Write compliance policies in collaboration with campus partners.

  • Maintain compliance documentation for all federal, state, and sponsor requirements.

  • Collaborate with other OGSPR personnel to effectively administer 18 University-funded grant programs for students and faculty.

  • Maintain external grant proposal submissions and awards databases.

  • Collaborate with other OGSPR personnel to prepare departmental reports related to grant activity.

  • Collaborate with other OGSPR personnel to plan and host the annual Made in Millersville student research conference.

  • All other duties as assigned.

Essential Functions

  • Infrequent physical effort required which will consist of setting up rooms for meetings and events.
