This position will serve as the Grants Program Manager for the North Carolina State Bureau of Investigation. This position is the point of contact for the agency's State, Federal, and other awarded grants. This position is responsible for preparing, submitting, maintaining, and communicating grant related matters for the agency and working with internal and external partners on grant related matters. This position is responsible for seeking, researching, and coordinating with external stakeholders grant sources that match programmatic needs. Job responsibilities include the following:

  • Prepare and submit grant applications.

  • Financial monitoring, reporting and allocation of grant funds in conjunction with the agency's Business Office.

  • Work with the agency's Business Office to establish cost centers for grant funds.

  • Request, establish, and reallocate funds within grant budgets and submission of expenditures against the grants.

  • Coordinate, review, evaluate, and audit grant recipients for compliance and accuracy.

  • Monitor grant activity to ensure compliance with all regulations, Federal and North Carolina general statutes, and best practices.

  • Review all reimbursement requests, grant adjustment requests, progress reports, contracts, fund/match utilization rates, and program reports for accuracy and approval.

  • Make recommendations concerning possible additions and reversions of grant funds.

  • Provide counsel to internal and external customers regarding procedures, statutory requirements, risk assessments, contracts, invoices, reports and/or bids.

This is a full-time position (40 hours per week) with Benefits.

This position currently qualifies for a hybrid telework option with routine office and remote workdays after a successful training period.  Any telework will be under the conditions of the State Teleworking Program Policy, and the employer may end any teleworking arrangement at any time at the employer's sole discretion.

To qualify for this position, applicants MUST document on the application that they possess ALL the following:

  • Demonstrated knowledge of technical and administrative rules and regulations related to grant writing and administration.

  • Demonstrated knowledge of the principles of grant administration, financial management, and accounting.

  • Demonstrated experience managing entire grant lifecycles.

  • Demonstrated experience submitting and monitoring financial grant reports.

MANAGEMENT PREFERENCES:

  • Demonstrated ability to prepare written proposals and present recommendations supported by facts.

  • Strong attention to detail and ability to maintain accurate records.

  • Strong interpersonal/ human relations skills and ability to work collaboratively with stakeholders.

  • Proficiency in Microsoft Office software to include Word, Excel, Outlook and PowerPoint.

  • Per NC General Statute 143B-972.1, applicants hired into a position certified as a criminal justice officer or justice officer are required to electronically submit fingerprints to the NC State Bureau of Investigation for a state and national criminal history record check and enrollment in the FBI's Next Generation Identification System: Criminal Justice Record of Arrest and Prosecution Background Service ("RAP Back").  This is in addition to submitting fingerprints during the application process.
