The incumbent of this position is supervised by the Battalion Chief of Special Operations at the Louisiana Fire and Emergency Training Academy (FETA). The duties require the performance of highly responsible work involving management of the Fire Academy's Funding Procurement/Grants Program. The Captain of Funding Procurement/Grants is responsible for coordinating the research, writing, and application for a wide variety of available funding opportunities, including, but not limited to, local, state, regional, and federal grants.

The incumbent of this position will be required to work closely with other FETA program chiefs and captains, along with other relevant internal and external stakeholders, in order to determine needs assessments, eligibility requirements, deadlines, and opportunities for a wide variety of funding sources, with which to improve the FETA training and emergency response programs. Additionally, the incumbent of this position must be familiar with a wide array of NFPA (National Fire Protection Association) standards along with local, state, and federal laws. This position also supports all facets of disaster response activities of the State Fire Marshal's Office.

The incumbent of this position will also function as an advisor on policy regarding the Louisiana Urban Search and Rescue Operations and Emergency Response to the Fire Academy Superintendent (FETA) and Assistant Secretary {State Fire Marshal) and performs appropriate managerial tasks as assigned. Goals are accomplished through emergency preparedness and training, resource tracking, strategically targeted and timely communications and campaigns primarily aimed at the state's need for qualified technical rescue personnel for emergency or disaster response.

EMPLOYMENT REQUIREMENTS:

Must meet all requirements of the applicable Louisiana Civil Service Law, including being a citizen of the United States.

Before appointment must pass, a medical examination designed to demonstrate good health and physical fitness sufficient to perform any required duties of the position.

Must possess a valid driver's license.

Must pass a Louisiana Department of Public Safety background check

REQUIRED MINIMUM QUALIFICATIONS:

EITHER

Must have a bachelor's degree in English with a concentration in writing or creative writing, business administration, public administration, fire administration or a related curriculum and at least five (5) years of experience in budgeting, funding acquisition, grant writing, or other related position, at least two (2) years of which must have been in positions, which include administrative or supervisory responsibilities.

Must have experience in the Fire service, EMS, or Law Enforcement with appropriate entry level certification such as; IFSAC Firefighter 1, Nationally Registered-EMT or above, or POST.

Experience utilizing a variety of information managements systems to manage numerous State training and mentoring programs.

Excellent communication skills, both oral and written.

Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.

Ability to evaluate operational effectiveness and facilitate necessary adjustments as needed.

Experience in preparing and monitoring a budget and fiscal operations.

Excellent organizational and time management skills:

An associate's degree or obtain an associate's degree within 1 year in English with a concentration in writing or creative writing, fire administration, business administration or a related management curriculum and at least eight, (8) years of progressively responsible full-time experience in budgeting, funding acquisition, grant writing, or other related position, at least two (4) years of which must have been in positions, which include administrative or supervisory responsibilities.

Experience in Fire service, EMS, or Law Enforcement with appropriate entry level certification such as Firefighter 1, Nationally Registered-EMT or above, or POST.

Experience utilizing a variety of information managements systems to manage numerous state training and mentoring programs.

Excellent communication skills, both oral and written.

Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.

Preferred Qualifications:

Master's degree in English with a concentration in writing or creative writing, business administration, public administration, fire administration or a related curriculum and at least ten, (10) years of progressively responsible full-time experience In budgeting, funding acquisition, grant writing, or other related position, at least two (4} years of which must have been in positions, which Include administrative or supervisory responsibilities.

In addition to the required experience, it Is preferred that the candidate also possess fire service experience, either as a volunteer or paid full-time member of a fire department and possess the following Nationally recognized accredited certifications, (IFSAC or ProBoard): Fire fighter 1, Fire Fighter 2, Fire Officer 1, Fire Service Instructor 1, Rope Rescue Technician, Confined Space Rescue Technician, and Nationally Registered EMT.70% Manages the Funding Procurement/Grants Program

  •   Coordinates and conducts all funding procurement and grant applications for the Fire & Emergency Training Academy. This includes funding for municipal, industrial, ARFF (Aircraft Fire Fighting), EMS (Emergency Medical Services), and technical rescue training/deployment at the FETA Baton Rouge and Pine Country campuses. Supervises and conducts research, time

management, prioritization, writing, and application of local, state, regional, and federal grants.

15% Liaison to Louisiana Emergency Service Agencies

  •   Attends parish fire and rescue service organization and association meetings to gain valuable insight to local emergency response strategies and to assist with strategic planning initiatives. Participates in "Steering Committee" type roundtable meetings to gain vital information and data from each sector of the Municipal Fire, Industrial Fire, Rescue and Emergency Medical Service (EMS) agencies across the state and to enhance relations for training or disaster and emergency response operations.

15% Special Projects, Additional Job Duties and Responsibilities

  •    Performs special projects research and assistance as directed by the Fire Academy Superintendent and Deputy Superintendent (FETA) and the State Fire Marshal.

  •    Responds to emergencies , scenes, and disasters as emergency responder  as directed by the State Fire Marshall or Superintendent of the Fire and Emergency Training Academy.

  •     Attends training programs and obtains appropriate certifications/qualifications necessary to enhance the FETA mission.

  •    Performs other duties as assigned.Work performed, while in a response capacity, can be extremely physical, attending technical rescue classes, carrying heavy equipment, preforming tasks during disaster response activities. Includes

prolonged work in OSHA designated IDLH (Immediately Dangerous to Life and Health) environments. Other necessary requirements.

Special Note: This position is deemed an essential position within the Louisiana Office of State Fire Marshal and will assist in the coordination of emergency response during times of disaster. The position will

coordinate resources at the FETA facility, and the State Fire Marshal's Office, in conjunction with partner agencies and stakeholders. This includes hazardous duty assignments.
