In collaboration with principal investigators (PIs), sponsor agencies, research partners and university research support offices, the Grant Manager ensures sponsored research awards are received, budgeted and expended effectively and efficiently in compliance with federal, state, sponsor, and University of Washington regulations, policies and procedures. This position reports to the Finance Manager in Biostatistics.

Position Complexities:

Biostatistics currently has approximately 350 current sponsored-project budgets and over $14M in direct costs for FY23 awards, managed by a team of three grants managers reporting to the Finance Manager.

The Grant Manager (Program Operations Specialist (E S 8)) is responsible for the post-award activities of their assigned research portfolio. The research proposals, demands of the sponsors, and the research activities are complex.

Advance budget projections, project management, and strong interpersonal skills are required. The Grant Manager must assess both the short- and long-term implications of budget expenditures and confidently advise researchers of compatibilities and/or conflicts. The position requires knowledge of federal, state, university and sponsor policies and best practices around grant and contract submission, expenditure monitoring, and closing

Position Dimensions and Impact to the University:

The PIs in the Department of Biostatistics collaborate extensively with other UW PIs and worldwide partners. This enables the university to do research in new, cutting edge areas.

Our expertise is known world-wide. The Grant Manager position will provide leadership/guidance to the PIs and their research staff to ensure that all departmental fiduciary responsibilities are met, and that the operational objectives and mission of the research group can be carried out effectively and in a timely manner in compliance with University and Federal requirements and best practices

DUTIES AND RESPONSIBILITIES

This position is responsible for all post-award research administration operations of the assigned research portfolio.

Post-Award Grant Management and Oversight (80%)

Oversee and manage financial and administrative components of sponsored research projects for the assigned research portfolio.

Oversee and report on the financial status of sponsored research projects by forecasting and tracking budget expenditures. Meet with PIs to review financial reports.

Provide support to PIs for non-scientific sponsored research project operations.

Serve as liaison for the assigned research portfolio with sponsors, subawardees, and university departments.

Knowledgably follow sponsor guidelines as detailed in the award agreements.

Manage outgoing subaward process for assigned research portfolio budgets.

Manage effort, and submit costing allocation requests for personnel in the assigned research portfolio.

Prepare internal UW sub-budget requests and monitor activity of sub-budgets.

Prepare advance budget requests, extension requests and restricted carryforward release requests as needed.

Ensure compliance with sponsor, federal, state and university laws and regulations. Monitor new laws and directives and work with the Finance Manager, Administrator and colleagues to develop compliance procedures. Keep PIs and their staff informed.

Help to develop policies or procedures to manage award compliance issues and reduce audit risks.

Follow established sponsor and UW post-award fiscal compliance guidelines to ensure all expenditures are allowable and allocable to sponsored research budgets.

Ensure the sponsored research project operational and deliverable requirements are met.

Ensure the UW financial management systems and controls for maintaining compliance with all applicable organizational policies and procedures, regulations, and donor requirements are in place and followed.

Ensure compliance of personnel effort reporting.

Provide on-going training and written materials to PIs, administrative and research staff concerning policies, procedures, regulations pertaining to compliance topics.

Collaborate with PIs, the Biostat Fiscal Team, and other UW departments.

Meet reporting requirements.

Pre-Award Management (10%)

Assist and provide backup to the department's Pre-award Administrator for assigned portfolio projects, ensuring a timely and accurate proposal in accordance with all university, sponsor, and department requirements. Liaise with PI and project managers on proposal budget development, budget justifications etc.

Provide technical advice to investigators and support staff on research funding guidelines, budget development, restrictions, and deadlines as needed.

Assist PIs with strategic planning regarding funding and resource allocation for current awards and pending proposals.

Other (10%)

Other duties as assigned.

MINIMUM REQUIREMENTS

Bachelor's degree in Business Administration, Accounting, Finance, or related field.

Minimum of 2 years of experience in grants management.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

ADDITIONAL REQUIREMENTS

Experience with federal grant and contract policies and procedures.

Experience managing pre-award and post-award research grant activities.

Ability to explain complex regulatory, budgetary, and financial information to a broad range of individuals from various backgrounds.

Must be a self-starter who is highly organized with a strong attention to detail.

Demonstrated ability to manage multiple, and rapidly changing priorities.

Ability to work both independently and collaboratively.

Skilled in using Microsoft Excel to create and use complex spreadsheets.

Openness to receiving direction, and to asking for assistance when needed.

Excellent written and verbal communication skills.

DESIRED QUALIFICATIONS

Experience with NIH contracts.

Knowledge of University of Washington financial systems, fiscal policies and procedures, including those related to grants and contracts.
