The Grants Manager is under the direction of the Intergovernmental Relations Officer and is responsible for performing professional level work in the administration and management of grant funds. Additional responsibilities include writing major grant applications, pre-award coordination of grant applications, post-award budget development and support for staff in charge of grant-funded projects, and search and notification of opportunities for external sources of funding including grants and foundations. Post-award support job duties include but are not limited to procurement, compliance, financial management, budgeting, and fiscal control of Federal, State, and/or local funds received by the Travis County Commissioners Court.

Duties and Responsibilities

  • Assists the Director of Grant Administration with policies relating to compliance and grants administration.

  • Performs research and advanced review and analysis of multiple projects and/or programs.

  • Prepares applications, administers and monitors compliance with grant programs for the Travis County Commissioners Court and its departments.

  • Facilitates the grant application process and assists in coordinating activities between program staff and recipient departments.

  • Works in close conjunction with county departments to determine programs which could be funded through grants.

  • Compiles and coordinates the consolidation of departmental grant reports for budget submittal.

  • Maintains appropriate electronic documentation on a timely basis, including proposal tracking.

  • Prepares monthly reports on funded and non-funded project status.

  • Assists with the preparation of individual, departmental, and program consolidated balance sheets to reflect revenues, liabilities, and remaining grant balances for specified grant accounting periods and coordinates with county financial departments to prepare financial status summary and close-out reports to the grantor entities.

  • Performs other job-related duties as assigned.

Minimum Requirements

Education and Experience:

Bachelor's degree in Business Administration, Public Administration, Urban Planning or a directly related field AND three (3) years of increasingly responsible experience in grant administration, managing grant-funded programs, compliance monitoring, research, state or local grants programs and/or other related experience; or

Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.

Licenses, Registrations, Certifications, or Special Requirements:

Valid Texas Driver's License.

Knowledge of:

  • Policies, practices, procedures and terminology of assigned function.

  • Knowledge of funding sources available to local governments through federal, state, and other funding entities.

  • Federal, state and local rules and regulations pertaining to the utilization of funds and procurement regulations and procedures.

  • Grant writing (including grant budget development), application processes, monitoring and compliance.

  • Sources of information, current literature and recent developments related to the job's duties.

  • Administrative and related business principles.

  • Computer equipment to include word processing, spreadsheets, databases, statistical packages, project scheduling and management, presentation/graphics and related software applications.

  • Business letter writing, grammar and punctuation, and report preparation.

  • Uniform Grant Management Standards preferred.

  • Knowledge of governmental accounting and budgeting procedures as they pertain to Federal and State grants.

  • Apply knowledge to policy and process analysis.

  • Reach sound conclusions and make recommendations.

  • Manage time well, perform multiple tasks, and organize diverse activities.

  • Interpret and explain planning and program objectives to staff.

  • Compile data and write clear and comprehensive reports.

  • Maintain appropriate records.

  • Establish and maintain effective working relationships with departments, representatives of outside agencies, industry groups, contractors, other County employees and officials, and the general public.

Work Environment & Other Information

Physical requirements include the ability to lift/carry up to 5-20 pounds occasionally, visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer and office equipment. Subject to standing, sitting, walking, climbing stairs, crawling, bending, stooping, crouching, kneeling, pushing, pulling, reaching, twisting, balancing, occasional indoor/outdoor activities, repetitive motion, client/customer contact, and squatting to perform the essential functions.

Travis County employees play an important role in business continuity. As such, employees can be assigned to business continuity efforts outside of normal job functions.
