Job Description:

Reporting to the Director of Grants, the position will support grants development, management, and ongoing reporting and compliance. The incumbent will assist with identifying grant opportunities and work in a team environment. Manage post-award grant implementation per the guidelines and regulations of the College, federal and state government, and grant funding organizations.

Essential Duties:

Manage grant development initiatives consistent with RVCC Strategic Plan and identified College priorities. Manage, maintain, and innovatively improve the internal approval process for pre-submission of grant applications on an ongoing basis. Facilitate proposal writing, editing, developing budgets based on narrative, submitting grants with assurances, and processing any necessary amendments following the appropriate submission timelines.

Provide budgetary guidance to project directors and compliance oversight for grants awarded to RVCC, utilizing funds to meet all current grant objectives. Maintain an internally devised Grants Manual with any necessary updates to needed forms required for internal and external processes.

Assist with budget management, college, grant processes, reporting requirements, and record-keeping to ensure maintenance of grant files and compliance with funding agencies. Meet regularly with project directors and the finance department to ensure properly allocated expenditures and identify balances and projections through grant completion. Provide all grant budgetary detail, expenditures, and encumbrance documentation utilizing all applicable software platforms (ex. Banner, EWEG, SAGE, Grants.Gov Workspace) to the appropriate department/grant partner by all articulated due dates.

Support the Director of Grants in providing guidance to faculty and administrators on all awarded funding allocations (ex. State, Federal, Private) to continuously improve educational programming while addressing ongoing changes to all associated grant performance measures. Review and maintain all general grant data, applicable data cards, obtain all related K-12 school data, community-based organization partnerships, and internal College data to prepare all needed documentation such as Comprehensive Local Needs Assessments (CLNA). Manage all spending/budgeting associated with any required programmatic assessments; liaise with external partners and high schools to assess data and align goals biannually or as needed.

Prepare all electronic grant applications and submissions and amendments as needed. Ensures funds are expended within the grant period, compliance with relevant regulations and reporting requirements, and maintenance of all necessary grant records to be audit ready.

Confer with external grant officials for clarification, amendments, monitoring, or audit visits if needed.

Prepare and maintain grant reports on possible grant opportunities, submitted proposals, unfunded proposals, and grant awards.

Other administrative duties as assigned.

Requirements:

Bachelor's degree in Finance, Business Administration (or related field) from an accredited institution of higher education.

Minimum of 3 years working with proposals and administration of sponsored grants, preferably in higher education or nonprofit sector.

Ability to work independently and simultaneously on multiple projects, meet deadlines and maintain a high level of accuracy in a fast-paced teamwork environment.

Flexibility to accommodate and adjust to changes in workload.

Excellent communication and project management skills.

Skilled in financial analysis, accounting procedures and budget reconciliations.

Strong collaborative and problem-solving skills.

Experience with integrated database systems and proficiency in Microsoft Office.

Preferred Qualifications:

High functioning knowledge of Banner, EWEG, SAGE, and Grants.Gov finance and grants management systems.
