JOB SUMMARY
This position is in the Adult Services Division, Office of Opioid Abatement (OOA) with the Department of Behavioral Health (DBH). This position is a TERM APPOINTMENT - NOT TO EXCEED TWO (2) YEARS.
DUTIES AND RESPONSIBILITIES
The incumbent serves as the Grants Management Specialist with responsibility for supporting the Director, Office of Opioid Abatement (OOA), in the management of the awarding of grants from the Fund, relative to opioid abatement initiatives. Serves as advisor to the Director regarding implementation, administration, and monitoring of the grants awarded. Performs a full range of duties related to grants management including the evaluation of grant proposals and the administration, termination, and closeout of grants involving evidence-based and evidence-informed harm reduction, prevention, recovery, and treatment activities, practices, programs, services, supports and strategies for opioid use disorder and co-occurring substance use and mental health disorders.
Exercises responsibility for grant proposal development and submission; preparing and organizing materials for proposals; submitting and monitoring grant applications.
Awards and administers grants, cooperative agreements, or other related instruments related to opioid abatement programs. Designs, develops, implements, and interprets OOA program grants management policies, procedures, and practices.
Conducts program evaluations, including monitoring and assessing awardee performance, and establishing performance measures.
Monitors grant progress to ensure compliance with the grant requirements by reviewing reporting, assessing quality of outcomes, tracking expenditures, and coordinating with partners to monitor progress of deliverables. Provides technical assistance ensuring that grant deliverables are completed, including taking corrective action when needed, while maintaining the relationship with the awardee.
Writes, reviews, and submits business correspondence, summary reports, and content for the public OOA website.

QUALIFICATIONS REQUIREMENT:
Candidates must have completed a full four (4) year course of study in an accredited college or university leading to a bachelor's degree with a major study in an academic field relating to health science or allied sciences pertinent to the position. In addition to meeting the basic requirements, this position requires one (1) year of specialized experience equivalent to the next lower grade level. Specialized experience is experience, which has equipped the candidate with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled.

RESIDENCY REQUIREMENT
A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, a line attorney position in the Legal Service (series 905), or an attorney position in the Excepted Service (series 905) who is a bona fide District resident AT THE TIME OF APPLICATION for the position may be awarded a 10-point residency preference over non-District applicants unless the person declines the preference points. If selected, the person shall be required to present proof of bona fide District residency and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.
