Job Summary

This position is located within, DC Health's, Office of the Director, Office of Grants Management (OGM). OGM oversees grants management functions within DC Health, including the development and implementation of policies, procedures, and resources for obtaining and managing federal and private grant funds awarded to DC Health, as well as subgrants issued by DC Health to community partner organizations. OGM's oversight goals are to ensure compliance with local and federal grants management regulations, to mitigate the risk of fraud, mismanagement and abuse of grant funds received by DC Health and distributed to community partners and increase the capacity of DC Health personnel work efficiently to support these objectives.

The incumbent serves as a Grants Management Specialist responsible for a wide range of support activities for DC Health grants management, including activities to improve processes for making, monitoring and assessing the outcomes of federal grants and subgrants. The purpose of the work is to administer, implement, and monitor grants needed for DC Health's programs, and to document those policies and procedures, maintain records and report on all grant activity within the organization.

The position plays a vital role in increasing DC Health's capacity to identify and manage efficiencies, monitor risk, document compliance, and make timely decisions, including those requiring modifications of grants and subgrants. The incumbent will exercise authority to develop objectives, standards, and key performance indicators for assignments for the purpose of assessing and mitigating risk, tracking and monitoring trends and identifying opportunities for improvement in DC Health's grants management internal controls.

Major Duties and Responsibilities

The incumbent in the role of Grants Management Specialist operates under the direct supervision of the Chief of the Office of Grants Management. Their primary responsibility lies in offering technical support, training, and resource development, primarily for personnel managing federal grants and subgrants as program managers.

This position entails overseeing agency-wide systems, establishing internal controls, and providing direct technical assistance to public health subject matter experts serving as Program Managers for federal grants and subgrants. Key tasks involve monitoring federal awards from application to close-out, ensuring compliance, conducting internal audits, analyzing fiscal data, maintaining management information systems, coordinating report submissions, and delivering training for DC Health personnel. The incumbent must discern operational and programmatic risk issues to be reported routinely to the supervisor, with identification of risk levels and feasible solutions.

In the pursuit of these core duties, the incumbent maintains a focus on ensuring the quality and consistency of work, identifying areas for enhancement in grants management processes, and fostering integration across various teams and projects. They are also responsible for exploring alternative solutions to unique grants-related challenges, forecasting future environments and impacts, and identifying and reporting operational and programmatic risk issues to supervisors.

Additionally, they monitor multiple federal awards throughout their lifecycle, ensuring compliance with submission and pre-award requirements, managing fiscal and administrative tasks, conducting internal audits, and offering recommendations for corrective actions. They also review fiscal data, analyze trends, mitigate risks, and maintain a comprehensive management information system for DC Health's grants portfolio, while coordinating report submissions, providing training, and offering technical assistance on grants management procedures and tools.

Qualifications and Education

Individuals Must possess at least one (1) year of specialized experience equivalent to the grade 12 level. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, and has equipped the individual with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

Preferred skills and experience include managing complex information and data management systems and having the capacity to engage with fiscal, programmatic and IT to obtain information and achieve results. Possess knowledge of the OBM 2 CFR 200 (Uniform Administrative Guidance) and possess a basic body of knowledge of the grants management life-cycle, local regulations for grants management and procurement and documented training is preferred.

Knowledge of MS Office Programs, Salesforce, and various database management systems is strongly preferred.

Working Conditions/Environment: The incumbent must be able to carry out official duties in a variety of settings and conditions however, routine duties will occur primarily in an office setting.
