The incumbent serves as a Grants and Agreements Specialist responsible for all aspects of awarding and administering grants and agreements. Processes a variety of tasks for partnership agreements, cooperative agreements, challenge cost-share agreements, collection agreement, interagency agreements, cooperative fire agreements, and memoranda of understanding. Negotiates grants and agreements within limits of delegated authority, reviews all reimbursement requests for appropriateness, and processes payments.
Provides interpretation of laws and regulations concerning use of Federal funds and quality program expenditures. Approves all grants and agreements for the unit, as well as notification(s) of funding availability.
Assists in the review of performance reports; interprets specifications, terms, and conditions of grants and agreements. Renders decisions related to performance disputes. Approves all official correspondence sent to partners, program personnel, and other interested parties relating to specific cases. Closes out grants or agreements within the established close out procedures.

GS-9: One year of specialized experience equivalent to at least the GS-7 grade level; master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; or an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Graduate education must be related to the position and demonstrates the knowledge, skills, and abilities necessary to do the work such as contracting, financial management, business administration, public administration, or any other related field.
Examples of specialized experience are: Reviewed grants and agreements proposals to ensure alignment with statutes, regulations and agency policies; provided support in the execution and administration of grants or agreements; reviewed organization budgets and performed cost analyses to ensure financial performance requirements are met reviewed statements of work and financial plans to determine appropriate instrument and applicable provisions; and/or assisted in the closeout of grants and agreements including reconciliation of expended funds.
GS-11: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework directly related to position being filled); one year of specialized experience equivalent to at least the GS-9 level; or an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). Graduate education must be related to the position and demonstrates the knowledge, skills, and abilities necessary to do the work such as contracting, financial management, business administration, public administration, or any other related field.
Examples of specialized experience are: Monitored conventional grant and/or cooperative agreements to assess compliance with regulatory, policy, and reporting requirements, such as monitoring long-established formula grants to ensure compliance with award provisions and to track financial performance trends; performed standard grants or agreement administration tasks, such as independently conducting standard grant close-out processes, including the preparation of final assessments of compliance with statutory and agency requirements for disposition of property, financial and accounting reconciliation, and resolution of any adverse audit findings; applied new or modified work methods in performing conventional grant and/or cooperative agreement pre-award tasks, such as generating grant solicitations, identifying potential negotiation strategies, and making recommendations to resolve problems.
TIME-IN-GRADE REQUIREMENT: If you are a current federal employee in the General Service (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements within 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
