Minimum Qualifications:

Bachelor's Degree in accounting or a related field required; supplemented by two years of experience in performing grant financial analyst duties; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: None.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Examination:

The examination will consist of an evaluation of education and experience accomplished by analysis of the application. If selected, an official, accredited college transcript is required, at time of employment, for all degrees/course work used to qualify for this position

Employees in this classification are responsible for monitoring all aspects of the grants financial function countywide. This is specialized work of a professional nature. Work is performed independently under the general supervision of the Grants Administrator and Grants Administrative Manager.

Essential Functions:

Works with the Grants Administrator to establish and maintain budget and financial records on each Fulton County grant. Performs grant financial administration of all grants received by Fulton County, including Federal and State awards.

Establishes and maintains all contractual and financial record for each grant, establishes and maintains a calendar of all grant activities and reporting deadlines.Must maintain budget on all grants, prepare, examine, and file periodic reports to all granting agencies on time. Reviews and approves all grant budgets.

Works with key department staff in providing financial date for grant budgeting and reporting activity. Works with department staff to ensure effective implementation of each grant.

Maintains effective communication with grant program staff to obtain better knowledge of each administered grant. Serves as a resources with department staff on grant budgeting and accounting activity.

Executes an established process for the use of funds awarded to ensure the County is in compliance with all funding requirements and guidelines.

Monitors and prepares financial cash flow information of each grant; maintains documentation on the revenues and expenditures for each grant assigned. Completes ongoing financial analysis, reconciliations, and reporting of all grant awards. Ensures all reimbursements are filed properly, in a timely manner, and in accordance with the grant guidelines.

Coordinates and monitors the County's compliance with requirements applicable to federal and state grant awards. Monitors each grant to ensure expenditure is in accordance with the agreed project with the appropriate line item budget.

Reviews grant financial activity on a routine basis to determine spending patterns and funding availability; Provides reports at the Grant Monitoring Roundtable meetings.

Completes financial data analysis for creation of reports, including but not limited to, spending trends, available funds, annual reporting, and other ad-hoc reports.

Maintains a comprehensive knowledge base of applicable laws and regulations pertaining to grant awards. Attends training to gain better understanding of current grant practices. Works with appropriate personnel to properly establish budgets for grant program expenditures.

Prepares information for the annual CAFR and Single Audit reports. Assists in providing audit support to the Grants Administrator on all internal and external audits.

Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
