Under general direction of the Director of County Wide Operations, the Grants Coordinator is responsible for orchestrating efforts to identify and obtain supplemental financial resources - above and beyond local tax dollars - to support the goals and missions of Hays County government and its strategic partners. This includes but is not limited to coordinating with other government entities and non-profits, overseeing consultants who may be contracted to assist with various grant applications, and the research, evaluation, writing, negotiating, and securing of grants for the County. In addition, this position is responsible for oversight of grants from submission and tracking through the review and award process and monitors grants in conjunction with the Auditor's Office. This position is expected to help the various offices throughout Hays County identify and prioritize opportunities to leverage, create, match, and expend grant funds in Hays County.
Responsibilities
Assists in development of policies establishing priorities for grant programs, grant applications, incentive programs, and regional initiatives that involve partnerships related in whole or in part to innovative financial arrangements between Hays County and its strategic partners.
RepresentsHays Countyon regional boards and committees in his or her field.
Coordinates with various and diverse teams of elected officials, department heads, staff, citizens, consultants and subcontractors in the development and procurement of financial assistance for Hays County and its programs.
Leads and coordinates meetings with city and county officials and staff to develop grant proposals.
Researches, identifies, secures, writes, and negotiates a variety of grants to meet the needs expressed by county and non-county entities.
Locates and evaluates grant opportunities for county and non-county entities as requested by the Director of County Wide Operations or other departments.
Assists in development of program designs, staffing patterns, budgets, and timelines for grant implementation.
Assists in administration of grants from award through final close-out through collaboration with the funded department or office, Human Resources Department, Budget and Payroll Office, and Auditor's Office.
Provides monitoring protocol for labor and civil rights standards on all grants.
Assists with negotiating grant related financial/cost-sharing concerns between city, county and company officials, state agencies.
Coordinates activities and acts as liaison between the county, cities, school districts, engineers, contractors, and other interested parties involved in the development, application, awarding, or administration of grants and County incentive programs.
Research state and federal laws to ensure procedures are in place for compliance with grant programs and Americans with Disabilities Act.
Ensures the tracking, preparation and filing of all required reports, both financial and narrative in conjunction with County Auditor's Office.
Adheres to records management requirements.
Proactively interprets and assesses communication/process gaps and provides technical assistance as necessary and address issues.
Conducts public hearings, works with community groups, completes necessary documentation, and evaluates proposals for grant applications.
Conducts annual hearings and reviews project proposal process.
Coordinates visits from monitoring agencies, handles notifications of discrepancies and concerns, prepares items of rebuttal and compliance, and submits them to the appropriate agency.
Performs other related duties as assigned.
Education and/or Experience
A combination of related education, experience, and training may be substituted for each other.
Bachelor's degree in business, communications, public administration, planning, accounting, or closely related area
Three years grant administration or grant writing experience in a variety of types of grants programs.
