ADEM is committed to responding quickly to the needs of the citizens of Arkansas during times of disaster, whether it be natural or man-made. All ADEM staff, regardless of position title, serve a role in the State Emergency Operations Center (SEOC) to aide in response efforts.

ROLES AND RESPONSIBILITIES: Promotes community resilience by administering federal mitigation grants including the Hazard Mitigation Grant Program (HMGP) and Building Resilient Infrastructure and Communities (BRIC). Engages risk reduction by assisting communities identify their risks, develop long-term strategies and secure grant funding to carry out mitigation projects that will minimize the impact of disasters.

Works closely with FEMA in the preparation and maintenance of mitigation grant applications, management of sub-awards and grant compliance documentation and reporting. Meets with local jurisdictions to conduct pre-award applicant briefings, post-award administrative meetings, and project site visits. Serves as a policy expert on hazard mitigation assistance and procurement regulations.

Leads meetings and gives presentations to stakeholders. Staffs the State Emergency Operations Center during disaster operations.

PREFERRED QUALIFICATIONS: Successful applicant will provide excellent customer service and ability to work in a team environment.

Strong computer and accounting skills to include Microsoft products. Experience in program and/or grant management. Ability to understand and correctly interpret written guidance and policy documents.

Ability to effectively communicate both verbally and written with experience in public speaking/presentations. Emergency Management experience.

Summary

The Grants Analyst is responsible for applying professional level skills and has specific program knowledge as it relates to area of assignment. This position is governed by state and federal laws and agency/institution policy.

Functions

Provides technical assistance to grantees regarding grant applications, grant modifications, progress reports and budgets. Prepares and submits grant application to applicable federal agencies.

Conducts grant related workshops and meetings. Develops, implements and analyzes grant program related goals and objectives. Prepares annual and biennial budgets, project incomes, ensures sufficient appropriations for grant awards, and analyzes expenditure reports.

Prepares detailed reports of actions taken in grant programs to provide information to funding sources to ensure compliance with grant requirements. Plans and conducts grant training programs; prepares and updates grant guidance manual for use by personnel, which explains policies and procedures. Develops, analyzes, and reviews grant reports, and analyzes data. Develops reporting systems and monitoring methods to measure program effectiveness and to ensure that grant programs are in compliance with state and federal laws, and monitors grant projects for compliance with state and federal regulations. . Performs other duties as assigned.

Knowledge of federal and state grant funding business. Knowledge of state and department policies, procedures and guidelines.

Ability to evaluate information and prepare narrative reports. Ability to communicate information and provide technical assistance to requesting parties concerning grant program requirements. Ability to analyze and conduct research.

Ability to develop reports and schedules with applicable software. Ability to make oral presentations. .

Minimum Qualifications

The formal education equivalent of a bachelor's degree in business administration, accounting, finance or a related field; plus one year of experience in the review, analysis, preparation and/or monitoring of grants. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.

The Department of Public Safety has implemented a drug, alcohol, and tobacco free workplace policy pursuant to A.C.A. § 11-14-101, et seq. All ADEM positions are designated as safety sensitive in which a person performing the duties of their positions while under the influence of alcohol, marijuana, or other controlled substances may constitute a threat to health, safety, or handling of confidential information.

Refusal to take the drug test or results that indicate a presence of illegal drugs or prescription drugs for which the individual has no prescription will be the basis for precluding the individual from employment. Additionally, employees are subject to random drug and alcohol tests as a condition of continued employment.

This position has a mandatory 6-month probationary period. This position also requires mandatory 5.50% contribution to the Arkansas Public Employees Retirement System.
