General Job Summary

Reports to the Vice Chancellor for Finance. Provides oversight and guidance for grants administered by the Higher Education Policy Commission and the Council for Community and Technical College Education (together, the agencies). This position is responsible for process administration of the agencies' Statewide grant programs in the areas of postsecondary education and/or workforce development. These grants typically involve multiple stakeholders, the exchange of information of varying frequency and detail, and other elements that contribute to the complexity of the various grant programs, such as scope and size. This position advises institutions, departments, and divisions by monitoring, analyzing, and managing compliance for a diverse portfolio of sponsored projects and contracts.

Duties and Responsibilities

  • Prepares and reviews grant applications and ensures regulations and guidelines are followed in the management of the state and federal sponsored programs. Coordinates, implements, facilitates, or manages the agencies' federal and State grant funding programs for projects in postsecondary education and/or workforce development.

  • Manage all aspects of the grant process, including pre-and post-award services as well as oversight to ensure compliance with grant requirements from multiple agencies.

  • Responsible for establishing/negotiating the indirect cost rate for federal grant awards.

  • Assists in calculating and making indirect draws on grant awards.

  • Works closely with departmental grant recipients and organizational accounting team to establish accounts, maintain accurate financial records, prepare financial reports and invoices, and close out projects. Assists the principal investigator (PI) with preparation of progress reports, renewal/extension paperwork, and other reports or communication as required.

  • Confers with multiple departments to ensure compliance with Commission, Council, Governor's Office, and sponsor regulations. Works collaboratively to identify and resolve problems arising during all phases of the sponsored programs lifecycle, and to develop/identify best practices and business process enhancements.

  • Perform grant accounting functions which include reconciliation of grant and contract accounts, providing financial reports, and assisting with development and monitoring of grant budgets.

  • Ensure accounting is set up properly for the Schedule of Expenditure of Federal Awards (SEFA) and federal audits.

  • Serve as a resource and point of contact for managers of grant-funded programs.

  • Reviews grant applications for accuracy; may prepare grant award documents and conduct on-site reviews.

  • Recommends to the agencies' leadership the approval or disapproval of grant applications after thorough review thereof.

  • Monitors grantees for compliance with applicable guidelines and regulations; audits financial records for proper expenditures; monitors programs to ensure that appropriate target groups are served; writes reports documenting events for grant file and supervisor; and may make recommendations to the agencies' senior leadership regarding grant termination.

  • Assists grantees by making regular contact with them by telephone, written correspondence, and in person to provide information and technical assistance.

  • Verifies salary allocations to grant accounts, including any supplemental salary, and coordinates changes to payroll on sponsored awards. Reviews effort statements to ensure accuracy before release to certifiers. Works with department administration and Human Resources to resolve personnel related issues and non-routine activities such as layoffs, leaves, etc.

  • Conducts the close-out audits at termination of grant terms to ensure grant funds were properly spent and appropriate records were maintained.

  • Manages grant funds; develops and reviews budgets; monitors account budgets; approves expenditures and disbursement of funds or disburses funds. Reviews monthly financial and progress reports; and maintains grant files.

  • Assists the agencies in establishing files, financial records systems, recordkeeping, and reporting requirements for their grant programs.

  • Responsible for the development, implementation, and periodic review of grant policies and procedures.

  • Prepares both verbal and written reports regarding the agencies' grant programs.

  • Reads and researches regulations and current literature to answer questions from grantees and/or their representatives regarding grant conditions and allowable procedures.

  • May conduct workshops and meetings to advise institutional officials and other interested parties of available grant programs and may train such people in grant application procedures and grant administration.

  • Other duties as assigned.

Minimum Education and Experience

Bachelor's degree in Accounting, Finance, Business Administration, Public Administration or related field and three years recent relevant professional experience managing grants in a public, governmental, or non-profit environment are required. Experience with both pre- and post-award grants management is preferred.

Master's degree in Business, Economics, Finance, Business Administration, Accounting, Public Administration, Education Administration or a closely related field is preferred.

Knowledge of federal and non-federal regulations for sponsored research and Department of Labor (DOL) grant administration (Uniform Guidance, National Institution of Health (NIH), National Science Foundation (NSF), etc.) and familiarity with research compliance issues (conflicts of interest, export controls, Institutional Review Board (IRB), Institutional Animal Care and Use Committee (IACUC), etc.) is required.
