POSITION SUMMARY The Grants Administrator oversees the public and private awards portfolio for The Conservation Fund’s Resourceful Communities Program (RCP). The Grants Administrator has responsibility for the administration of a prime award from the State of North Carolina, including subawards to RCP’s partner organizations.

In addition, the Administrator will develop and implement new processes for the oversight and management of approximately 120 subawards per year, from a variety of sources of funding. While the primary focus of this position is administration of a new award from the State of North Carolina and associated subawards, the Administrator will also provide support for previously awarded and future state/local and private grants and the regranting of those awards. The Grants Administrator reports through TCF’s Finance Team and specifically, reports to the Director, Field Financial Services.

The Grants Administrator serves as the subject-matter expert on the State of North Carolina requirements for implementation of the RCP’s Food Hub project. The Administrator partners closely with the RCP team to ensure all grants by RCP supporting programmatic objectives, whatever the source, are administered in an efficient and compliant manner. Specific duties include but are not limited to the following:

Participate in drafting subawards for grants out to TCF partner organizations. Develop and implement a process for tracking approvals from the state agency and making payments to the subrecipients. Apply TCF protocols and standards for the screening of grant subrecipients and the monitoring of compliance with grant terms.

Working closely with program staff, monitor all aspects of state award compliance during the grant term. Develop and ensure processes are in place for appropriate approvals, documentation, submission of reports and deliverables, procurement procedures, and allowability of expenses charged to the award. Serve as the lead for the state of NC systems and user accounts.

Oversee submission of invoices to the funder(s) and appropriate application of payments in coordination with TCF Finance staff. Maintain the auditable grant file(s) and support the State of North Carolina annual single audit. Provide staff support and education, developing internal documentation and training materials to guide staff in fulfilling their responsibilities related to government funding.

Partner with TCF’s Senior Grants Administrator on processes and procedures when working with government funds. If/When RCP receives U.S. federal funds as part of their grants portfolio, work with the Senior Grants Administrator to support administration and compliance. The Senior Grants Administrator has primary responsibility for compliance with the requirements of U.S. federal awards.

MINIMUM QUALIFICATIONS Bachelor’s degree in accounting, finance or related field and 3 years’ related experience. Experience with government award management. Strong attention to detail.

Ability to analyze and apply relevant regulatory framework to moderately complex transactions. Experience with accounting systems, general ledger reports, and high level of proficiency with Microsoft Excel. Good organizational, communication, and interpersonal skills.

Flexible and reliable self-starter comfortable in a dynamic work environment. Commitment to The Conservation Fund’s mission and values. PREFERRED KNOWLEDGE, SKILLS & EXPERIENCE Knowledge of 2 CFR 200 is preferred; relevant grants administration certifications and/or project management experience preferred.

Knowledge of State of North Carolina government systems is preferred. Prior experience using SharePoint. PHYSICAL DEMANDS AND WORK ENVIRONMENT Prolonged periods of sitting at a desk and working on a computer.

WORK ENVIRONMENT Work is performed primarily in an office setting. Estimated travel – 5%. Day trips to monitor partners’ implementation of subgrants and/or to attend TCF staff meetings. COMPENSATION and BENEFITS The salary range for this position is $65,000 - $75,000, and the position is eligible for opportunities to earn performance-based bonus compensation.
