Description
The Education and Labor Cabinet's mission is to educate, prepare and train Kentucky's current and future workforces. Our goal is to create and make continuous improvements to an education and workforce system that prepares Kentuckians for the 21st century workforce, while helping businesses find the skilled workers they need to compete and create jobs in the Commonwealth.
The Office of Vocational Rehabilitation empowers individuals with disabilities to maximize employment, achieve economic self-sufficiency and independence, and to contribute back to society. We also help businesses and employers recruit, retain, and accommodate employees with disabilities.
We are seeking a Grants Administrator that will implement and oversee approved financial agreements with subrecipients for the provision of program services and/or develops and reviews grant applications. Monitor compliance with grant agreement guidelines.
Key Responsibilities:
Researches and sets rates for services on an annual basis. Manages service fees, payment rates, and vendor quality for the agency.
Reviews, updates, and develops Service Fee Memorandums. Interprets, applies, and enforces agency rules, regulations, and policies as they apply to fees, contracts, memorandums of agreement, and sub-award agreements.
Establishes and monitors vendor requirements. Interprets, applies, and enforces agency rules, regulations and policies as they apply to vendor establish and debarment.
Processes and completes risk assessment, reviews vendor applications. Conducts vendor training for staff.
Ensures compliance with vendors related to state and federal regulations. Conducts audits and monitoring visits as needed or required.
Responsible for collection and maintenance of compliance data. Writes reports as required by law, regulation, or procedure. Writes or suggests changes to policy and procedures.
Serves as a backup for authorization processing. Reviews, approves, and releases consumer transactions and authorizations for payment in the designated program services. Utilizes CMS and works with field staff to ensure accurate records relating to services.
Performs other duties as required.
This position will have access to confidential and sensitive information. The successful candidate will be required to ensure the safeguarding and security of all confidential and sensitive information and will be required to complete trainings, sign acknowledgements, follow all policies and adhere to all statutes and requirements pertaining to the safeguarding and security of confidential and sensitive information while employed and after employment ends.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Four years of research or administrative experience.
Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of the required experience.
Substitute EXPERIENCE for EDUCATION: Research, administrative, or clerical experience will substitute for the required education on a year for year basis.

Working Conditions
Incumbents working in this job title primarily perform duties in an office setting. Travel is required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
