Introduction

  • The City of Greenacres' Compensation Plan allows for hiring at a maximum rate of up to 15% above the minimum range for the position based on education, experience and valid proof of certification(s) that are obtained through extensive program of study and training over and above the minimum requirements.

Essential Duties & Responsibilities

Position Summary: Professional work monitoring and coordinating the financial and administrative operations of the city wide grants program, with the primary areas of responsibility including grant researching and administering of the grants.

Essential Duties and Responsibilities: (The duties listed are intended to serve as an example of the typical functions performed. They are not exclusive or all-inclusive and will vary with assignments.)

  • Provides administrative and technical support, which may include composing grant proposals and applications, managing compliance documents and reports for various programs, including but not limited to CDBG, MPO,and FDOT's TPA/LAP.

  • Perform grant-related post-award functions such as; expense monitoring, ledger reconciliation, grant program changes, reimbursement request, fiscal and financial reporting and closeout functions.

  • Ensure grant report submittal deadlines are met.

  • Ensures compliance with all applicable federal and state accounting and financial reporting requirements; ensures compliance with grant maintenance or matching requirements.

  • Prepare accurate grant codes and journal entries for proper accounting.

  • Assist in all aspects of an annual single audit on Federal awards.

  • Maintain regular communication with program directors on grant status.

  • Scan grant support documentation and monitor grant data destruction dates.

  • Maintain all records in grant Access database including adding new grants, adding revenue and expense transactions and updating grant notes.

  • Perform ad-hoc financial analysis in response to grants.

  • Prepare cash flow forecast for grant related projects.

  • Prepares and tracks expenditures when there is a declared State of Emergency; coordinates reimbursable expenses with FEMA.

  • Assists the Budget Manager in the budgeting of grants.

  • Provides grant assistance to other department staff as needed.

  • Reconcile assigned accounts such as Textile, Abatement, Opioid, and Vending.

  • Provide backup support to the Budget Manager.

  • Performs other duties as assigned.

Knowledge, Skills & Abilities

Knowledge of:

  • Extensive computer software including a detailed knowledge of Microsoft Word, Excel, Access, Power Point, Outlook, and other programs.

  • GAAP (generally accepted accounting principles).

  • Sources of government grants and grant writing procedures.

  • Title 2 Code of Federal Regulations (CFR) Part 200 administrative requirement, cost principal and audit requirements for federal awards to non-Federal entities.

  • Principles and practices of local government/private sector management and administration.

  • Municipal ordinances and administrative rules pertaining to municipal services, operations, and programs.

  • Evaluating efficiency and effectiveness of programs and operations.

  • Research techniques, sources, and availability of information.

  • Knowledge of Davis Bacon act.

Ability to:

  • Proficiently identify opportunities and deliver results accordingly.

  • Ability to track grants from pre to post award in software application.

  • Able to read, understand and interpret government and public accounting financial statements and financial reports.

  • Ability to work with sub-recipients.

  • Understand, interpret, and explain various laws, regulations, contracts and guidelines.

  • Exercise discretion and maintain confidentiality of departmental issues and documentation.

  • Prepare reports, memoranda, letters, recommendations, and other documents.

  • Maintain a courteous and professional demeanor.

  • Maintain high standards for professional and ethical conduct.

  • Establish and maintain effective working relationships with co-workers, public agencies, vendors and the general public.

  • Communicate clearly and concisely, both orally and in writing.

  • Follow the safety rules and regulations of the Department and the City.

  • Support the Department's and City's Mission, Values and Goals.

Education & Experience

  • Possession of a bachelor's degree from an accredited college or university in the areas of Accounting, Finance, or directly related field or any equivalent combination of education, training and experience which provides the requisite knowledge, skills and abilities to meet the minimum requirements.

  • Two (2) years of developing and reporting of both small and large grant projects a must.

  • Two (2) years accounting experience preferably in municipal government.

  • Must complete Health Insurance Portability and Accountability Act (HIPAA) training within thirty (30) days of employment.

  • Must have strong financial systems and business application skills including Microsoft Office and experience in extracting data from database resources.

  • Must possess and maintain a valid State of Florida Driver's License.
