Nature of Work: This is professional and supervisory work responsible for overseeing, planning, organizing, implementing, managing, and ensuring compliance of all aspects of the city's grant administration division and serving as technical authority on grants. Employees in this classification work with independence, exercising considerable judgment and initiative, receiving general supervision from an assigned supervisor.

Education and Experience: The knowledge, skills, and abilities may be acquired through, but are not limited to, the following combination of education and/or experience.

Bachelor's degree in Public Administration, Business Administration, Finance, or a related field AND Five (5) years of progressively responsible, professional experience in grant administration and federal program administration.

Special Qualifications: Must be able to transport oneself or coordinate transportation to work sites throughout the City during the course of the workday.

Pay Range: $87,672.00 with step increases to $109,116.80 Annually

Examination Information: The examination will consist of a training and experience form designed to assess job-related knowledge, skills, and abilities of the position. The training and experience form will be given to candidates once their application has been received, reviewed by a recruiter, and accepted to test for the position. The form must be completed and returned to the Human Resources Department by July 16, 2024 (passing score 60%). Final eligibility list will be the training and experience form weighted 100%.

Veteran Points: To claim five (5) points for veteran's preference, you must submit proof of service (such as a DD-214) that includes the date of induction, date of honorable separation, and Social Security number. (You must have completed more than 180 consecutive days of active duty.) To receive an additional five (5) points credit for disability, you must submit proof of eligibility from the United States Department of Veterans Affairs dated within the last 12 months. This information must be submitted to the Human Resources Department by July 16, 2024.

Required Knowledge, Skills, and Abilities:

  • Knowledge of federal regulations and circulars pertaining to grants and contract administration.

  • Knowledge and understanding of methods, techniques and technical terminology used in grant applications and contracts.

  • Knowledge of the principles and practices of public administration and the structure and functions of municipal government.

  • Knowledge of the principles and practices of program development and administration.

  • Knowledge of the use of modern office systems, practices, and procedures.

  • Knowledge of business English, spelling, grammar, and punctuation.

  • Knowledge of and ability to operate a computer or other technology using standard or customized computer or systems software applications appropriate to the assigned tasks.

  • Analytical and persuasive writing skills as well as superior editing skills, including ability to convey complex information in a clear manner to a diverse audience

  • Experience developing, leading, and managing projects both as an individual and as a member of a team.

  • Ability to work effectively independently and as a highly resourceful team player under pressure and within deadlines.

  • Ability to read and interpret regulations and laws governing private, state and federal grants/contracts.

  • Ability to conduct research and effectively analyze and evaluate data.

  • Ability to use up to twenty (20) pounds of force up to 33% of the time, up to ten (10) pounds of force from 34 to 66% of the time, and lesser amounts of force from 67 to 100% of the time to move objects.

Essential Functions: Any one position may not perform all of the duties listed, nor do the listed examples include all of the duties that may be performed in positions allocated to this class.

  • Oversees all operational, coordination, and implementation functions of the grants administration division to ensure grant programs and funds are used for authorized purposes in compliance with local, state and federal statutes, regulations, and terms and conditions.

  • Directs planning, coordination, and evaluation of City grant operations and policies to promote innovation, productivity, and the efficient delivery and use of resources, ensuring processes are compliant with federal and state regulations applicable to grant management.

  • Interprets requests for proposal guidelines for the preparation of grant applications.

  • Oversees the preparation and submission of grant applications and supporting documentation to maximize competitiveness and compliance with grant requirements.

  • Directs the preparation, negotiation, and implementation of project monitoring with internal departments and outside agencies.

  • Serves as liaison for elected officials, city department directors and managers, neighborhood agencies, groups and committees regarding grant eligibility and the grant process; participates at meetings and forums; and gives public speeches.

  • Maintains standards for disbursement of funds for grant activities as directed; ensures current budget guidelines and program rules and regulations are followed.

  • Assists city departments in long range policy, program, and budget planning by identifying needs, developing program proposals, and implementing project funding strategies.

  • Advises city departments of funding opportunities, requirements necessary for adherence to grant regulations, and administrative procedures.

  • Meets with city, state, and federal officials, residents, and community organizations to establish successful working relationship and alliances; Builds and maintains strong functional working relationships with the business community and other potential collaborative partners.

  • Participates in funder specific calls and meetings and advises leadership on status of grant awards during department meetings.

  • Collaborates with agency personnel, federal and/or state grant program staff, partner agencies, and with contracted project personnel to ensure achievement of grant programs goals and objectives.

  • Monitors compliance with grant specifications, coordinates federal, state, and local compliance efforts, and analyzes progress towards goals.

  • Provides city departments and elected officials with expert technical and professional assistance in preparing policies, programs, and financial documents.

  • Assumes responsibility for the development and assessment of complex and multi-faceted funding proposals and major grant-funded programs and projects, with a high degree of independence.

  • Provides leadership in the ongoing training of subordinates; and assigns, monitors, and evaluates the work of designated staff.

  • Oversees the preparation and maintenance of grant progress reports and other records in accordance with federal and state regulations; conducts fiscal assessments and prepares written findings as required.

  • Prepares documents necessary for City Council approval of grant awards and grant purchases.

  • Prepares, maintains, and presents various reports to management; makes presentations to elected officials, government agencies, and various public and private groups and organizations.

  • Maintains accurate files and records on all assigned programs and prepares required reports.

  • Maintains regular job attendance in accordance with a schedule established for the position by the supervisor.

  • Performs other related duties as assigned or as the situation dictates within the scope of this classification.
