SUMMARY

Under the supervision of the Assistant Director, this position performs a variety of administrative and professional work functions to support the operations of the Community Development Department. This position assists the department administrators in the implementation and supervision of all federal and state grant-funded programs (including, but not limited to: CDBG, HOME, ESG, CoC, HMIS, ERG, etc.). This position will manage a team of grant monitoring employees. Team responsibilities include writing proposals; developing and managing projects; monitoring compliance; evaluating projects; and performing special studies and research to develop programs, projects, and procedures for various departmental and city programs.

NOTE: Employees in the Community Development Department and their family members are prohibited from participating in or receiving benefit from the City of Amarillo's programs funded by the Department of Housing and Urban Development and other state and federally funded programs and grants.

ESSENTIAL RESPONSIBILITIES

  • Exercises direct supervision of Community Development Department grant programs and grant monitoring team for the following grant-funded programs: Community Development Block Grant (CDBG), HOME Partnership Program, Emergency Solutions Grant (ESG), Emergency Repair Grant (ERG), Continuum of Care (CoC), and the Homeless Management Information System (HMIS). This position leads the team in the following tasks:

  • Oversight of all grant reporting data within the various computer information and reporting systems (IDIS, HMIS, Neighborly, etc.).

  • Provides technical assistance to departments and agencies in the implementation of projects and funding agreements.

  • Conducts ongoing research and education on current regulatory requirements for federal and state grant programs.

  • Provides written and oral communication and guidance to agencies, other city departments, management, and/or public inquiries about grant programs.

  • Monitors and adheres to federal labor standards as required for funded projects.

  • Reviews grants for reporting deficiencies and makes recommendations for corrective actions.

  • Prepares a variety of scheduled and unscheduled reports.

  • Leads the development and implementation of the department Consolidated Plan and Annual Action Plan.

  • Coordinates required neighborhood and public hearing notices and meetings.

  • Assists department management with the evaluation and prioritizing of requests for funding.

  • Oversight of grant budgets and annual performance reports.

  • Conducts research and compiles statistical data related to staffing, costs, procedures, and policies required to develop proposals for new and continuing federal and state grant programs; activities include but are not limited to preparing funding proposals, giving presentations at public meetings; submitting timely proposals to the appropriate funding agencies, and coordinating with the appropriate departments or agencies as necessary for the implementation of projects.

  • Ensures preparation and submission of required Environmental Review Records for various programs.

  • Responds to citizen inquiries and provides interpretation of the department's policies, programs, and procedures.

  • Leads the coordination of the local Continuum of Care, primarily providing tasks as the collaborative applicant for the yearly CoC grant.

  • Provides oversight and coordination of the Homeless Management Information System (HMIS).

  • Performs other job-related duties as assigned.

MINIMUM REQUIREMENTS

Bachelor's Degree in Public Administration, Business Administration, or related field is preferred. A combination of education and work experience may be considered in lieu of a degree. Must have a valid Texas driver's license.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to supervise a team of employees.

  • Ability to manage multiple grant programs.

  • Ability to work well with a diverse staff and the public, always maintaining positive and professional communication

  • Demonstrated proficiency with various types of office-related software, including, but not limited to Outlook, Excel, Word, Adobe, Power Point, etc.

  • Strong editing and proof-reading skills necessary

  • Ability to type 35 wpm is preferred

  • Ability to operate computers for data entry and word processing

  • Strong verbal and written communication skills required

  • Ability to operate small office equipment, including copy machines or multi-line telephone systems

WORK ENVIRONMENT

Monday through Friday, 8am to 5pm. May require occasional after-hour work to attend meetings, finish project, and meet deadlines.
