The Grants and Contracts Administrator III (GCA III) within the SPA's Support Team for Research Administration (STAR) works with assigned departments as well as their Team Lead to perform pre- and post-award research activities while delivering excellent customer service. The GCA III performs support functions for UNH Principal Investigators (PIs), with a focus on ensuring that PIs have accurate and timely information to make decisions, taking on an increasingly complex research portfolio including but not limited to Cooperative Agreements and Contracts.. This includes assisting with submissions and training for other members of STAR.

Master's degree in field related to finance or business and five years of experience in sponsored programs administration, including grant and contract negotiations in an academic environment, or Bachelor's degree in field related to finance or business and seven years of similar related experience. Detailed knowledge of federal/state agencies' regulations/procedures applicable to grants and contracts. Excellent oral and written communication skills; excellent financial and negotiating skills. Ability to work effectively at a high professional level. Experience with computerized management systems. Supervisory ability.

Additional Preferred Qualifications

Minimum of at least seven years of experience administering sponsored agreements, in an academic setting, or an equivalent combination of education and experience. Proven effective organizational, analytical, and problem solving skills. Working knowledge of sponsor, government, and organization regulations, including Uniform Guidance (2 CFR 200) and the Federal Acquisition Regulations. Ability to effectively apply communication, risk management and collaboration skills to develop solutions and outcomes that protect the institution and its researchers while facilitating the ability to successfully obtain resources and conduct research. Ability to interpret and apply regulations, policies, and laws related to sponsored programs within the context of the institution's goals, priorities, and practices. Proven ability to successfully collaborate with, and gain consensus among, a diverse constituency including internal and external stakeholders, in different geographic locations and with sometimes distinct needs. Ability to effectively manage details, competing priorities, and deadlines. Ability to establish and utilize electronic information systems and reporting to manage communications, decision making, and progress assessment. Effective listening skills and ability to maintain confidentiality, professionally represent the institution, and to negotiate with individuals toward successful conclusions are required.

Duty/Responsibility

PI Pre-Award Support

  • Coordinates all proposal submissions for PIs within their assigned portfolio, including meeting with the PI to discuss proposed resources (labor and non-labor), drafting all administrative components of the proposal (including the budget) and coordinating submission to the sponsor with SPA Pre-Award Compliance (PAC)

  • Maintains proposal submission records for all PIs within their assigned portfolio

  • Meets with PIs at regular intervals to discuss upcoming proposal submissions

  • Coordinates with the Research and Large Center Development as applicable.

  • Acts as liaison between PI and PAC to communicate and resolve any issues that arise concerning proposal submission

Duty/Responsibility

Post-Award Support

  • Reviews awards and budgets with PI·

  • Works with the STAR Team Lead, administers grant by monitoring award and sub-awards for compliance, analyzes monthly financial reports, communicates with PI regarding financial progress and coordinates activities at the end of the budget period

  • Reconciles all assigned accounts against the General Ledger on a monthly basis

  • Coordinates personnel and purchasing activities with the PI and applicable UNH/USNH offices; reviews and acts as signatory (if designated by the PI) for budget summaries, budget adjustment forms, JVs, Travel Authorizations and Reimbursements, Invoices, Check Requests, Expense Reimbursements and Purchase Requisitions as necessary

  • Ensures payroll distribution is correct for faculty, graduate students, and support staff and processes changes as needed

  • Meets with PIs as needed to provide updates on the financial status of their accounts

  • Acts as a liaison between PIs and PAC/Accounting and Financial Compliance (AFC) to communicate and resolve any issues that arise concerning expenditures

  • Assists PIs with effort reports to ensure accuracy and timely submission

  • Assists PIs with budget development for progress reports

  • Assists with submission of progress reports, program reviews and other activities related to the grant

  • Works with PAC/AFC as appropriate, assists with providing just in time information or other agency requests such as budget revisions, compliance issues, etc.

Other Responsibilities ·

  • Serves as a resource to department/college staff and faculty to ensure compliance with policy

  • Attends regular meetings, training sessions and professional development workshops/seminars to keep current on policies and procedures relevant to position responsibilities, as requested and approved by the STAR Team Lead (supervisor) or STAR Director

  • Supervision, training, and mentoring for other grant administrators; backup for team lead
