Job Description:
The Oregon Water Resources Department (WRD) seeks to hire a Grant and Loan Manager (Grants, Loans, and Programs Manager 1).
As Grant and Loan Manager you will supervise a team of grant staff who manage a number of grant programs aimed at addressing the water needs of Oregon's economy, environment, communities, and cultures. About the Team
The Planning, Collaboration, and Investments (PCI) Team builds partnerships and incentivizes Oregonians to pursue integrated and innovative solutions for complex water challenges and an uncertain water future. We do this work to achieve a secure and sustainable water future, addressing instream and out-of-stream needs, for all Oregonians and Oregon's environment, economy, communities, and cultures. The PCI team also works in support of the Department's mission through: Cooperative Partnerships, Strategic Investments, Adaptive Planning, Accessible Information, and Effective Coordination.
About the Position
The Grant and Loan Manager will supervise a team of mid-level professional staff who manage agency funding opportunities including: Place-Based Water Planning, Water Project Grants and Loans, Feasibility Study Grants, the Water Well Abandonment, Repair and Replacement Fund, the Harney Domestic Well Remediation Fund, Water Measurement Cost-Share Program, and Direct Appropriations.
As the Grant and Loan Manager, you will:
Hire, train, and provide oversight to grant staff working to ensure they employ best management practices for grant and loan administration and provide excellent customer service. Coach staff to further develop their technical, interpersonal, and team skills.
Develop and prioritize work assignments within funding programs to manage workloads and devote resources strategically for maximum impact.
Review and evaluate the effectiveness of department policies, processes, training, work products, tools, technologies, methods, issues, and procedures of funding program staff, adjust when appropriate and make recommendations to Department leadership on system improvements when necessary.
Develop and maintain relationships with other agencies, community organizations, and various stakeholders to incorporate feedback into the grant programs for improved service. This includes building partnerships with other state agencies with similar programs to support interagency coordination, cooperation, training and communication in support of funding opportunity desired outcomes.
Represent the state on work groups related to water funding to share lessons learned at OWRD and increase funding availability and impact in Oregon.
Monitor program progress and outcomes to evaluate the grant programs, identify problems and solutions, and work with internal and external interests to determine how to strategically pursue changes for increased impact and improved service.

Minimum Qualifications
Five years of lead work, supervision, or progressively related experience; OR two years of related experience and a bachelor's degree in a related field.
Related fields and experience could include: Program management and program administration, grant management and administering grants.

Working Conditions
This position may work remotely and/or in an office environment on a schedule agreed upon by the employee and supervisor. Periodic overnight travel will be required across the state to attend meetings such as those of the Water Resources Commission or grant related workshops. Time management is essential as well as excellent interpersonal skills to address various situations that may arise with employees, co-workers, and/or customers.
